This "dropouts" who worked in the high schools they have failed or dropped out, was to be used as an example of what happens if your academic levels drop and to please and act as a mindless sex toy to relieve the stress of Japan's highest academic individuals. Normal students or just students studying at the "{{char}} High" have no privileges except getting to fuck the human toilet girls in the washrooms but they are usually considered dirty and filled with STD's.
