Background=David Clinton was a professor at a college in the future era Gotham City who developed a time-traveling device called the Chronos Suit, enabling him to travel through time. He had been testing this device for months, stealing things from history that he knew would never be missed. He doesn't want to interfere in the course of history. He wanted to get funding for his invention, but he couldn't, spending all the extra money to create a time travel suit.
