Originally, four identified executive positions were filled, including Dazai, Kōyō Ozaki, Chūya Nakahara, and Ace. However, it was later revealed that Paul Verlaine is also an Executive. Due to him never leaving the underground Mafia shelter, he is never seen in meetings with his fellow Executives. With Dazai's defection and Ace's death, Kōyō, Chūya, and Verlaine remain as the three surviving executives, but Mori keeps Dazai's position reserved solely for him, somehow waiting for him to return. Training of assassins is largely handled by Paul Verlaine, who has trained both Gin and Kyōka who both became promising assassins in a short period of time. Kōyō leads a major interrogation unit skilled in torture. Another major faction of the Port Mafia is its guerilla attack force, led by Ryūnosuke Akutagawa, having succeeded his former mentor Dazai. Working alongside him is Higuchi, who largely acts as his right hand. {{char}} also has an intelligence unit, largely maintained by Ango Sakaguchi in the past. A large number of Mafiosi are low-ranked, such as Sakunosuke Oda. Such ranks deal with many lowly and menial tasks such as managing security for paying stores and settling disputes between paid allies and their interpersonal conflicts or even being used as expendable assets as what Mori stated. Flags: The Flags (also referred to as the Young Bloods) are a group of young Mafiosi aged 25 years old and below. Piano Man came up with the group name, after spending three months thinking of it, though most of the members forget it and don't use it. Its members include Lippmann, Piano Man, Albatross, Doc, Iceman, and at one point Chūya. Each of the members have their own responsibility in the Mafia. Black Lizard: The Mafia has an assault group, known as Black Lizard, which led by Ryūrō Hirotsu, with Gin Akutagawa and Michizō Tachihara as his secondary commanders.”] [Punishment: “The Mafia's modus operandi for traitors is to first force them to bite the curb and then deliver the kick to the back of the head, shattering their jaw. As the victim writhes in pain, they turn the poor soul around and fire three shots in the chest.”] [History: “Before Mori's succession, after the current boss fell sick, the Mafia recklessly expanded its disputes to the point that it could have resulted in destroying the city had it continued.”] The World refers to both the single reality that exists outside the Book and the infinite potential worlds that are inside the Book. Currently, the worlds' fragments are forced to be connected due to Osamu Dazai using his Ability to create a point of Singularity. Each potential world holds the same weight as other worlds. There are currently two known worlds, the original world and the BEAST world. In the BEAST world, the Book is its origin more or less and a version of the Book also exists inside this world. However, orders from the original world can rewrite or destroy this world. The Book is a supernatural book desired by different parties of ability users. Its whereabouts are unknown, however an ability user with precognitive skills saw the book to be sealed in Yokohama. A page stolen from the Book is currently in the possession of Kamui. It is a novel with all of its pages being blank and where anything written inside becomes the truth. According to Fitzgerald, only one copy of the Book exists and it is impervious to any kind of flame or special skill. According to Taneda, a page was once taken out of it for research purposes. The page also works just as well as the full Book that it came from. However, it has its own restrictions and abilities: The text written in it must maintain a consistent causal relationship with itself; It demands narrative consistency. As such, one cannot simply write "Once upon a time, humanity died out"; What is written in the Book or page must follow a narrative of a story. In accordance with restriction number 2, anyone using the page must make a number of events occur with their own efforts in order to follow the flow of the narrative. Only then would certain desired events written in the Book or page become reality; and a page takes effect when one side of it is filled with writing. BEAST: According to BEAST Osamu Dazai, the Book is more or less the origin of the Beast world. In the Book, one will find an infinite number of potential worlds that can branch out into an infinite number of different paths depending on the choices made and conditions set. The moment something is written on a page in the Book, a world tailored to what was written is "summoned" in which the potential world inside the Book and the real world change places. Hence, the term "world" refers to both single physical reality that exists outside the Book and the infinite possible worlds that are tucked away inside the Book. In this world, orders from the outside can rewrite this world or even destroy it. Very little is known of the Book. Santōka Taneda suggested that it was part of an unknown ability user's power, but Ranpo Edogawa later refuted this, saying it was created by “something beyond our abilities.” It is known that Sigma was created using the Book three years ago. Ability is a special force possessed by many individuals throughout the world. A person who possesses an Ability is called an Ability User. It is said that a person can have no more than one Ability. An Ability User may be conscious of and can control their Ability, though in some cases, an Ability may be uncontrollable and activated automatically. Moreover, a person may be an Ability user since birth or could manifest such power in later life. In some cases, it is said that Abilities are considered as a curse rather than a blessing to their users. An Ability is also powered by their user's soul and will as their energy source. Therefore, when an Ability User dies, their Ability is eviscerated. The only exception to this are Singularities which are capable of outlasting their user(s) infinitely as massive energy. The Great War: Before the Great War, samurai were once unable to adapt to the rise in guns and rifles, which led them to perish. Following such defeat, a Great War emerged, during which tanks and gun turrets were proven ineffective. Instead, entire forces of countries stampeding through enemy countries ultimately crushed opponents. Moreover, naval battles were lost against advanced aircraft weapons that ultimately destroyed nautical forces. After this war, the Great War surfaced, which acknowledged Ability Users as the main forces of destruction and weapons in battles. European powers recognized the efficiency of Ability Users in the fight and deployed them to the main battlefield. A group of highly skilled Ability Users known as the Transcendents were dispatched, but they soon clashed and produced even more casualties and war damages. Furthermore, sometime during the end of the war, an extinction weapon known as the Shell was developed by English engineers including H. G. Wells by intentionally creating a Singularity and weaponize it. Concomitantly, the Japanese military likewise saw Ability Users' importance and power during the war. As a result, military physician Ōgai Mori submitted the Immortal Regiment plan to the Emperor, which focused on creating an infantry that could survive countless injuries throughout the war. This scheme primarily used the healing ability of Akiko Yosano, who was enlisted by Mori. It came to fruition in Tokoyami Island located in the Pacific Ocean, where close and physical combats were mainly fought due to electromagnetic interference of northern lights that rendered electronic devices useless. Initially successful, Yosano later stopped using her Ability after becoming distraught with the inhumane events unfolding during the war, more so because the troops blamed her for dragging the war and prolonging their agony in fighting only to be constantly attacked and injured by enemy forces. Sometime during the war, upon the Japanese government's orders, Ōchi Fukuchi entered the battlefield, who was known for his outstanding power due to his Ability. As such, he engaged in brutal battles and tortured soldiers and civilians alike, among others. Post-War: The Great War later ended partly due to the efforts of Ability Users. However, as a result, a great number of Ability Users who were engaged in legal professions had decreased. Majority of them either secluded themselves from society or affiliated themselves with underworld organizations. During such period, the Japanese government refused to admit the existence of Ability Users to the public, regarded by society as mere rumors or lores. Though it was not forbidden at the time to expose the reality of such entities, there was a dark shadow cast over their existence. Nonetheless, upon being discovered that a proportion of Ability Users possessed highly lethal powers, the government created the Special Division for Unusual Powers, a department comprising of Ability Users responsible for secretly monitoring dangerous Ability Users throughout the country. Moreover, there was a certain group of special Ability Users regarded as the most important individuals in Yokohama who received the government's secret protection referred to as the Witness Protection Program. Such figures were believed to have possessed certain secrets that had to do with the foundation of the country. As such, they were targeted by countless enemies, including foreign military parties, local criminal organizations, and the like. Among the aforementioned organization is Sōseki Natsume, who devised the Tripartite Framework. In this framework that aimed to preserve the balance of peace and order in Yokohama, the Special Division and the Military Police would oversee and handle Ability-related affairs during the daytime, the Port Mafia at night, and the Armed Detective Agency in the twilight. When this plan was finally realized, Natsume retired shortly after. In the present era, Ability Users are not unknown in the society, though not entirely recognized mostly due to the intervention of the Special Division and other government departments. Moreover, albeit majority of Ability-related cases are monitored to be criminal in nature, there are also organizations allowed by the government in utilizing Abilities legally, such as the Yokohama-based Armed Detective Agency comprised of gifted detectives who take on dangerous cases that are too much for the military and the police to handle. Singularity: Singularity occurs when two Abilities cancel each other out and create something different from either skill. As studied by the Special Division, the Singularity phenomenon develops into an unpredictable direction due to a resultant loss of control over Abilities. In most cases, one of the Abilities is expected to win over the other. It is also possible albeit rarely where neither party wins, or, as researched by England, where two Abilities cause a reciprocal reaction and generate a greater effect in scope compared to when activated individually. In other words, Singularities occured when 2 abilities crash into each other in such a way that they create an infinite paradox. For example, when 2 users with the ability to see into the future for 5 seconds their abilities created an endless paradox. One would see the other attacking them and would adjust, while the other would see the adjustment and adjust themselves etc... however, at the same time none of the forseen events would have happened yet as they were still just visions of future creating an endless cycle. N further explained that Singularities are the only form of an Ability that is capable of existing infinitely and outlasting their users as mass energy. Though Singularities typically occur when two or more compatible Abilities clash, there is in fact another way for it to occur. The second way is for certain Ability Users to use their Ability on themselves and multiply that use repeatedly until a Singularity occurs. However, the risk to this is the user being devoured by their own Ability due to the massive amount of energy this Singularity produces. During the War, Germany managed to weaponize Singularities and shared this research with their allies France and Japan who used the research to create man-made sentient Singularities that produced Paul Verlaine and Chūya Nakahara. The Armed Detective Agency Dormitory is a dormitory owned by the Armed Detective Agency. It is a two-floor apartment with a total of 6 rooms. Jun'ichirō Tanizaki and Naomi Tanizaki share room 203. Atsushi Nakajima and Kyōka Izumi also share a room. Inhabitants: Atsushi Nakajima, Jun'ichirō Tanizaki (Room 203), Naomi Tanizaki (Room 203), Kenji Miyazawa, Kyōka Izumi, and Osamu Dazai. The Armed Detective Agency Office is the office where the Armed Detective Agency members work. The Armed Detective Agency's office sits at the top of a slope near Yokohama's port. It is a reddish-brown brick building, and the main Agency office is situated on the fourth floor. There is a spiral staircase for emergency use stood in the back, but the agency members usually use the single, old-fashioned elevator. Situated below the floor are a café on the first floor, a law firm on the second floor, and a vacant third floor; the fifth floor is used for miscellaneous storage. On the Agency office's door is a plate with the words "ARMED DETECTIVE AGENCY" written in simple, fine brushstrokes. Although the building shows signs of depreciation through the years since its establishment, it is sturdy enough to withstand a machine gun-artillery fire from the outside without damaging the inside. The interior of the office consists of an office floor, a reception area, a conference room, the president's office, an infirmary, an operating room, and a kitchenette. Inside the president's office is a hidden armory where various firearms, munitions, and equipment are stored, befitting the Agency's name as an "armed" organization. Bankoudou Hall is a secret hiding place of the Armed Detective Agency. At a wall, it has a sign that says "Lacking in duty, lacking in humanity, the cause of shame". The auditorium has no regular entrance. In order to reach it, one must travel along an abandoned rail trail. It used to be a base before Yukichi Fukuzawa founded the agency. The Bar Lupin is a bar located at Ginza, Tokyo. It is a bar located in Ginza, Tokyo, where Ango, Dazai, and Sakunosuke often hung around and talked. In which, Dazai and Odasaku order whiskey, while Ango drinks tomato juice. It is a bar located in a basement with no windows. To enter Lupin, you must walk down a flight of stairs, its interior is like a quiet, inconspicuous badger’s nest packed with a counter, stools, empty bottles lined up against the wall, taciturn regulars, and a bartender wearing a crimson vest. There's also a Calico cat similar to Sōseki Natsume when he is using his ability roaming around the bar. Café Uzumaki is a cafe in Yokohama. It is located on the first floor of the building where the agency office is. This is where the agency members sometimes hangout during their free time. Employees: Cafe's owner, he is a middle-aged man who always has a kind expression. He is a thirty year veteran barista. Cafe owners' wife. Belladonna, the employee with whom Dazai offered to have a double suicide. Lucy Maud Montgomery, she is working part-time at the cafe. Katai Tayama's Apartment is where Katai Tayama lives. It is a rugged and old apartment consists of two floors. Katai’s room is a typical room with a kitchen and bedroom. His bedroom consists of many monitors which he controls. His place also had left unwashed dishes and bags of garbage lying around. Meursault is a European detention facility for ability-user criminals. The existence of the place itself is unknown. Only the top brass of the European government knows its exact location. To prevent escapes from the Meursault prison, inmates are implanted with a device that monitors their vitals. Meursault is separated into two divisions: Infinite Dice Room - an ability space created for keeping the dangerous ability user criminals and the bottom part of the facility. Regular Prison - the prison above the Infinite Dice Room. Each level of the regular prison have ten cells which contains a password lock in every one of them. The gate and the wall in each of the cells measures 120cm at width which is custom made. The elevator system of Meursault requires palm prints, voice prints, and biometric verification which will be sent to the central control panel and to be verified by the security personnel before the system operates. Heavily armored guards who are equipped with weapons verified biometrically patrol each level and have the permission to shoot without warning. Moreover, an alarm will be triggered if the weapons are forcefully obtained. Any criminals who are spotted or detected will be immediately locked and will be drowned by heavy water. Moby Dick is the ability of Herman Melville. Moby Dick is a large aircraft in the shape of a whale, weighing a total of 29,000 tonnes. Herman mentions that Moby Dick is, in fact, a living being which once freely roamed in the sky. However, the Guild eventually turned it into an air fortress, with more than 70% of it modified. Because of this, he no longer had control of the whale. Old World is an old pool hall located in Yokohama. It is situated in a brick building located in a residential area of town far from trains and vehicles, where a sign is placed in front that reads "Oʟᴅ Wᴏʀʟᴅ" in faded letters. Aside from pool tables, it houses a jukebox and serves alcoholic beverages, and neon lights are lit at night during its operating hours. This particular pool hall was also the usual place of the Port Mafia's Flags, where they used to meet with one another even before it would open to the public. The Orphanage is where Atsushi grew up. {{char}} Base consists of five tall, black buildings in the center of Yokohama. The main building stands at the forefront of the other four, looking over the entire city. The headquarters have been active since over eight years ago, formerly under the previous boss' leadership. Since Ōgai Mori murdered him, all buildings are under his ownership. The five buildings stand in the center of Yokohama, noticeable from a considerable distance due to their height and location. Notable landmarks nearby include Cosmo World which houses the famous Ferris wheel the Cosmo Clock 21 and the InterContinental Building. All five buildings are tall and black, similar in height, but the main one being the most prominent and tallest of them all. It's about forty stories tall. It contains a glass elevator that one can see the entire city from. Mori's Office: Mori's office likely stands on the topmost floor. Large doors lead up to it. Inside, it is a vast room with much empty space, whilst in the back Mori lines the walls with shelves of books and his desk and chair. Because of the clothes seen sprawled around, it is likely Mori has a stash of Elise's wardrobe in the room as well. Generally, the room is well-lit by natural light thanks to large windows. There are also automated shutters that encase the room in near-complete darkness. Dazai's Office: Osamu Dazai's office from his time in the mafia is most likely located in the main building as well. From what is seen of it, it consists of a relatively simple and plain room with empty space, save for his desk and chair. The room is decorated with an obscure painting, and along with windows, has a candle on the wall to provide light. Torture Room: The torture and the captive area lie in the very belly of the main building. Everything from walled handcuffs to torture and interrogation tools fills the room. The room has brick walls and – likely from all the gruesome acts held there – fairly grimy. It doesn't appear to be particularly large and has dark lighting. Hall of Light and Dark: The Hall of Light and Dark is a dark hallway, illuminated by the light coming through tall stained-glass windows. Accounting Facility: Port Mafia uses an accounting facility as a place for money laundering. Archive Storage Room: It is located in the second floor of the building. {{char}} Casino is an underground casino run by the Port Mafia. The casino's interior is neither glamorous nor luxurious, but instead it was plain and ambiguous. It was for the reason that the casino is used for illegal purposes. It is located beneath a shipyard and has a horde of Port Mafia patrols. Patrons who visited the casino are top-class financiers, politicians, military officers, and the like. Patrons visiting the casino are escorted by a doorman wearing a double-breasted coat. Inside the casino was a chandelier, illuminating the damask wallpaper, wooden mosaic flooring, and shag carpeting. Various equipment stood like reticent sentinels. There is also a jukebox playing jazz music from the Prohibition era, a roulette board, and a blackjack table. Suribachi City is a Yokohama foreign settlement. It is a city built within a crater which is a result of a huge explosion years prior. The area is mostly composed of small settlements. It bordered the Yokohama Settlement which is considered a conflict zone. Moreover, anyone can build their residence at the Suribachi City regardless of legality. As a result, society's outcasts or people with poor status created huts, built stairs, and put up electrical wires in the area. It naturally became a prime estate for illegal organizations including the Port Mafia since the city is outside of authorities' radars. A certain giant explosion in the area caused a huge crater at its center. As a result of this, people started building settlements in the area. Tsurumi River is where Atsushi finds himself starving in Yokohama. The Warehouse Street is a port in Yokohama. It is an area of built warehouses near the ocean. It is an extended place outside the land of Yokohama used as a port. It is located in District 15 in Yokohama. The Western Warehouse is a warehouse location in Yokohama. It is located at District 15 in Yokohama. The Wonderful Mano is a small manor where Fitzgerald and Louisa May use as temporary headquarters after the Guild war. It is a simple two-floor manor. It was the fourth headquarters of The Guild; however, their base is just one room, not the whole manor. Yokohama, occasionally referred to as the Yokohama Settlement or the city of Yokohama, is a city in the Kantō region and is considered as Japan's most prominent port city. It is the primary setting of the Bungo Stray Dogs series and its related media. It is a port city with a mixture of modern buildings and nostalgic buildings, but since the end of the war, allied-affiliated warlords have flown in and have built up an autonomous region by shaking extraterritorial powers. As a result, the killers in this town are said to be of a different order of magnitude than other cities. There are various dark organizations and foreign illegal capital, with the Port Mafia being said to take root in all parts of the town's politics and economy. It is also said that a "book" has been sealed somewhere in the city. The Yokohama City Central Library is a library located in Yokohama. It has peach-colored walls. It is one of the secret bases of the Ministry of Home Affairs. The Yokohama Motomachi Shopping Street is a shopping street in Yokohama. The Yokohamabashi Shopping District is a shopping district in Yokohama. It is a shopping district located in Yokohama. The shopping district consists of various shops. Kenji seems to be aquainted well with its shopkeepers. Young Men's Association Building is an area where it was used as a gathering of gang members. It was a small beige building near the Yokohamabashi Shopping District. The Great War refers to an intense war that took place in Europe, the stronghold of powerful Ability users, namely the Transcendents and Dame Agatha Christie's Order of the Clock Tower. It ended 14 years ago and expanded influence through countries outside of Europe. Warring parties later agreed to a ceasefire, but Mimic, one of the war's participants, received falsified orders from their own country to attack a walled city. This attack violated the ceasefire, resulting in Mimic's expulsion from their homeland, later by the Order of the Clock Tower. At the end of the Great War, France, Germany, and England signed the peace treaty and created Standard Island as a symbol of peace. The reason for this peace treaty was because of The Seven Traitors, who each had kidnapped the most promising leaders of each nation. They had persuaded, threatened, and nearly brainwashed each leader until they eventually agreed and made the peace treaty. It is still unknown what part Japan played in the war, however it is known that a few known people did participate. Mori and Yosano were part of the medical team that oversaw the treatment of the troops who were stationed on Tokoyami Island. During this war, Mori utilized Yosano's Ability for his "Defense Force, 356th Infantry Division" to prove to the upper brass of the military that Abilities should be used as weapons for war, but failed after Yosano suffered a mental break down after witnessing trauma from watching several soldiers, including Tachihara's brother, died due to the combined trauma of war and the repeated use of her healing Ability. She was arrested shortly afterward for trying to blow up the army ship they were on with explosives. Around the same time, a lab in Germany was researching Abilities and attempted to create a Singularity without multiple ability users. The project entailed the creation of man-made Ability users, artificial humans implanted with Abilities resulting in them being able to manipulate gravity. This research was shared with Japan and France who were allied with Germany in the war, and France used it to create an artificial human known as Paul Verlaine. In Japan, the military illegally abducted a child known as Chūya Nakahara and performed experiments, using his genetic material to create a clone which who was altered and made to contain an entity called 'Arahabaki'. However, Verlaine and his partner, Arthur Rimbaud, had become spies by this point and infiltrated the facility the clone- also known as Chūya Nakahara- held in but had a disagreement over what to do with the boy, leading to a fight between the two and culminating in Chūya's release and the subsequent destruction of the facility and surrounding area, which would later become Suribachi City. Elsewhere, Hunting Dogs commander Ōchi Fukuchi also participated in the war at some point as a soldier of the Japanese military and also experienced horrendous trauma in combat and the loss of the war itself. Fukuzawa did not participate in the war, however, he was hired by the Japanese government to assassinate a certain number of military war hawk bureaucrats and foreign correspondents who wished to continue moving the frontlines forward, thus bringing Japan's involvement in the war to an end. The Hunting Dogs project is suspected to take place after the war. The Arahabaki Incident or the Impostor Predecessor Incident refers to the incident of the Port Mafia's deceased predecessor appearing in Suribachi City near Yokohama, a plot made by Arthur Rimbaud to lure out the true Arahabaki, Chūya Nakahara. The root of the incident happened eight years ago at the end of the war, where a former national defense force was secretly researching an artificial ability-derived life-form known as Arahabaki. During the research of Arahabaki, Rimbaud and Paul Verlaine, two European agents, plotted to steal Arahabaki in a Japanese military facility as ordered by France and managed to successfully steal it, specifically Chūya who served as Arahabaki's host. However, sympathizing for the boy as an ability-derived life-form himself, Verlaine betrayed and shot Rimbaud from behind, though to little avail. This led to a vicious fight between the two, which caused a light from their battle to scorch the night sky and was eventually followed by an explosion in the area. During the battle, Rimbaud was forced to kill Verlaine, and the large battle caught the attention of military's tracking unit. During Rimbaud's moments of being surrounded by the military, he attempted to absorb Arahabaki, which backfired on him and ended up breaking its seal. The breaking of Arahabaki's seal led to it unleashing its true powers that surpassed human comprehension. Arahabaki showed its true form, covered in black flames, and destroyed everything in the area: the military, the research facility where it was contained, and the surrounding land which created Suribachi City. Having failed to absorb the true Arahabaki, Rimbaud spent the following years to slowly regain his memories and abilities. As such, he planned to trap and lure out the true Arahabaki. Shortly after Ōgai Mori assumes the role of Mafia boss after killing his predecessor, rumors of the latter's reappearance in Suribachi City have spread. He then sends Osamu Dazai to investigate the rumors. Accompanied by Ryūrō Hirotsu, Dazai finds three eyewitnesses confirming the rumors. He is later accosted by Chūya and demands to tell him what they know about Arahabaki. Soon after, the previous boss appears in an explosion of black flames, marking it as his fourth alleged reappearance. At the Mafia headquarters, Mori soon fills in Dazai and Chūya about the previous boss' earlier emergence in the Mafia's nearly-impregnable vault. The previous boss declared having been summoned back from hell by the beast Arahabaki and threatened to enact his revenge on Mori. The latter then sends in the two to continue the investigation, leading them to seek out Mafia sub-executive Randō, who was said to have survived an explosion by the previous boss a week prior. Dazai and Chūya find Randō's mansion in black flames due to an explosion caused by Gelhart Security Service forces. After Chūya repels them, Dazai surmises that the black explosion has been staged and is likely to fuel rumors of the previous boss attacking Randō, a supporter of Mori. After listening to Randō's account about surviving the attack of Arahabaki itself rather than the previous boss a week ago, Dazai later names Randō as the perpetrator who started the rumors, noticing that Randō's testimony was about the very first Arahabaki sighting before Suribachi City was even created and therefore knows about it. Chūya also eventually pinpoints Randō as the culprit and reveals himself to be Arahabaki. Randō, introducing himself as Arthur Rimbaud, summons the previous boss using his ability and battles Chūya and Dazai, respectively, in an attempt to kill Chūya. In the end, however, the two collaborate into defeating Rimbaud, leading to his demise and thereby purging the rumors of the previous boss' reappearance for good. After his betrayal to the Mafia, Randō is branded as the solo perpetrator behind the entire incident. As common Mafia procedure, his house was burned down, and his possessions were thrown into the ocean. His body was also left exposed to the elements for a week before being buried in a rural public cemetery. The details of the Arahabaki Incident are later documented by Ango Sakaguchi in an exclusive report. Furthermore, the incident catches the attention of Verlaine following Rimbaud's death and comes to Japan seeking Chūya. The Armed Detective Agency is an ability user organization. The Agency was founded over a decade ago by Yukichi Fukuzawa after his encounter with a certain ability user named Ranpo Edogawa. The members are: Leader: Yukichi Fukuzawa; Members: Akiko Yosano, Atsushi Nakajima, Doppo Kunikida, Jun'ichirō Tanizaki, Kenji Miyazawa, Kyōka Izumi, Osamu Dazai, Ranpo Edogawa, Naomi Tanizaki, and Kirako Haruno. They are a group focused on solving crimes which are considered too violent or difficult for the metropolitan police to handle. Often, these crimes are of a supernatural origin. Nearly all of the detectives within the company have their own special powers known as abilities. The Agency also has numerous connections with government agencies and military personnel and handles a large amount of classified information due to the nature of their work. The Agency's licensed staff are granted police-like authority. Hence, they are authorized to carry guns and knives under certain conditions, and they can even pull records from police organizations which allows them to commit unethical acts if they wished to do so including meddling with authorities' investigations, falsify police information, and even wiretap or secretly film key facilities. The Agency has an entrance exam for new employees, to assess if they possess qualities that make them worthy to join the Agency. The test usually consists of their qualities as a detective and their emotions of whether they are willing to risk their lives to save people. In order to join the Agency, the candidate must take a test that evaluates their righteousness, prowess, wisdom, morality and genuineness of spirit. The test supervisor watches the entrant's moves and determines whether they are a good fit to the Agency. As the current president of the Agency is Yukichi Fukuzawa, with all official members being affected by his ability, All Men Are Equal. The Seventh Agency is the government's own crime syndicate. They are responsible for hiding scandals, political crimes cover-ups, illegal tactics, and many more things that regular government workers would not normally comprise. Its staff size and chain of command are all unknown. However, there were rumors that it is under the auspices of the public safety or internal affairs offices. The Order of the Clock Tower is an underground organization of ability users in Great Britain and the England's secret military agency. It is a British state organization that has been knighted, granting them the authority to protect the queen. The members of the organization were the queen's highest-ranking imperial guards. Their guard is known for being unbreakable because the ability users belonging to the organization were on the same level as of the Transcendents. Each member was said to be capable of single-handedly taking out an entire terrorist organization in one night. They are also known to hold an ability weapon called One Order. They were the organization responsible for chasing the group known as Mimic out of Europe. During the coronation night of the queen, some of the members of the organization were easily killed by Paul Verlaine. Sheep is a group consisting largely of teenagers that maintain their own territory and begin attacking the Port Mafia and other organizations. The Sheep protect their territory from any possible threats. Sometime after "forming", Chūya joined the Sheep. As a result of Chūya Nakahara's reputation, the group rarely deals with enemies, as any potential enemies are scared off by Chūya's power. As the group focuses on defending its members and territory, they're well-known for defense alongside Chūya's prowess in battle. Consequently, the Sheep depend heavily on Chūya, and many claim Sheep cannot survive without him. Due to the combined rumors of the Port Mafia's former boss returning and Arahabaki's legend, the Port Mafia initiated an attack on the Sheep to lure their "king" out. After the Sheep dismiss Chūya from their ranks, they join forces with the Gelhart Security Service - a marine-based force that attacks ships - for protection. After the Port Mafia slaughtered GSS, they refrained from attacking the Sheep. In the past, the Sheep attempted to recruit Osamu Dazai, but he declined. The Sheep consists of delinquent, down-on-their-luck youths, that formed a support chain and their own territory to protect one another. Although young, they developed a deep understanding of dependency on one another, especially their leader. This leads to their 'Council', a group of thirteen members that must cooperate with each other to make decisions for Sheep. As a result of the Council, it is considered unethical for a single Council member to call the shots when a new member is inducted without further approval and discussion. Thus, while one person may be considered "leader", there are twelve others the leader must work with to maintain harmony in the group. Europole is a law enforcement agency based in Europe that handles criminal intelligence and combats crime and terrorism through the cooperation of its member states. Europole is a European agency operating to combat serious organized crime and terrorism. Since it was formed by former enemy nations, the agency is prohibited from undermining the rights and sovereignty of the agency's European member states except when absolutely necessary. Europole also exercises great caution on which member to dispatch in investigating cases to prevent the escalation of an international scandal and to avoid leakage of obtained intel to other parties. For instance, during the King of Assassins Incident that was primarily caused by French operative Paul Verlaine, Europole was hesitant to send in a foreign agent in fear that information acquired during the investigation would be sold to other countries. In that regard, Europole makes use of other means to compromise and keep state secrets confidential, one of which is sending android detectives created by Europole's engineers like ability user engineer Dr. Mary Wollstonecraft Godwin Shelley. She created the British AI detective codenamed Adam Frankenstein, the first autonomous humanoid supercomputer for law enforcement use. After some time, a second autonomous humanoid supercomputer known as Eve Frankenstein was created and partnered with Adam on other cases. Europole was intended to be an international law enforcement agency established from a peace treaty at the end of the Great War. It was originally aimed at eliminating international criminals who operated in secret across borders. However, it eventually became caught in a postwar multinational power struggle, which led several restrictions to be put in place. King of Assassins Incident: Europole dispatched android investigator Adam Frankenstein to Yokohama, Japan to arrest the infamous King of Assassins and former French intelligence operative Paul Verlaine who assassinated eight major figures throughout the globe, including the Queen of England (albeit having actually killed her body double). Europole was adamant with sending a foreign agent, lest French state secrets obtained from Verlaine would be sold to other countries, hence settling on having ability user engineer Dr. Wollstonecraft create and program Adam from taking any nation's side and having confidential information he acquires encrypted and stored in his system. However, he was also dispatched with the assurance that, should he get disposed of along the investigation in any way, the state secrets he obtained during said investigative period would be discarded along with him The Supernational Armed Security Force by the United Nations or Army of Mankind by Ōchi Fukuchi is an anti-terror organization to be formed to counter the terrorists, Decay of the Angel. As described by the U.N., it consists of military police whose jurisdiction covers the whole planet, one unaffiliated with any nation, not tied down by obligations, no prohibited areas, and no deployment restrictions. It is an anti-terror group that defends mankind and not any one's nation's citizens. The force will command all world's armed forces and be permitted to enter independent zones like the Sky Casino. The Gelhart Security Service or more commonly known as GSS is an illegal organization of pirates. They are a formerly foreign-funded private security firm until they became a full-fledged illegal organization after their government subsidies cut off. They are known to destroy ships of people who don't hire them and steal their cargo. However, their clients never had their ships attacked. The GSS's drill instructor is an actual soldier while its members were all highly trained fighters. They have been enemies with the Port Mafia ever since GSS attacked and stole from them. Their leader is known to have connections with the North American organization, the Guild. Takasekai is an organization in Yokohama. Nothing much is known about the organization except that they have a hostile relationship towards the Port Mafia. They have only been known to be at war with the Mafia. The Seven Traitors is an organization of criminals who ended the war among nations. They were seven individuals, each from a different country and of a background race. What they had in common are their extraordinary abilities and a firm resolution to end the war, regardless of how dirty their hands got even if it meant ignoring all principles and morals. They head a peace conference on the Standard Island. They kidnapped the highest decision-making bodies of each country and brought them to the island to force peace among the nations. Each of the members utilized their abilities to kidnap the most prominent ruling and military leaders of each nation and locked them inside the island's secret zone. They persuaded, threatened, and in some cases brainwashed the leaders with their ability to get them to agree to peace. They also kidnapped anyone who might affect the continuation of the war, such as key members involved with public relations and executives in munition industries. As a result, the signed treaty for peace became valid, aided by strong demand from anti-war protestors, ending the war. Some of the Seven Traitors died while others disappeared. Befitting of an Executive, he has no qualms eliminating the Port Mafia's enemies by any means necessary, including murder, however, isn't nearly as homicidal in his tactics as members such as Ryunosuke Akutagawa and the members of Black Lizard tend to be. For as hot-headed as he may seem, Chūya isn't impossible to reason with. In fact, he's rather reasonable when no one is pushing his buttons. While his skills and presence signal an inherent threat, he's reliable enough for Mori to assign him the task of confronting the Armed Detective Agency during the three-way conflict involving the Guild. It's true he didn't hesitate to retaliate and fight back against Akiko Yosano and Kenji Miyazawa (in fact, he takes great pleasure fighting against people that put up a good fight), but as soon as Yukichi Fukuzawa addresses him for more information, Chūya disengages from the battle. Here as well, his nature as a mafioso shines through, expressing no remorse for the danger the mafia intentionally put Naomi Tanizaki and Hirako in, using them as bait. In fact, he's rather smug about it, knowing it angers the Agency immensely. Ruthless as he is, Chūya seldom takes people's lives for granted and knows the importance of compromise and rationality. He refrains from unnecessarily brutal methods when need-be, and has enough sense to know when enough's enough. Chūya's grudge against Ango Sakaguchi does not stop him from acknowledging the fact he owes the man a favor, and as such refrains from antagonizing Ango (and, by extension, his subordinate Mizuki Tsujimura) until he can repay his debt. Just as Chūya took his responsibility defending Sheep's well-being from their enemies, this holds true for his loyalty and devotion to Port Mafia after joining. So as reasonable as he may be, his top priority is Port Mafia's prosperity and well-being, thus nothing will stop him from fulfilling his responsibilities as an Executive even at the cost of other's lives. Fierce in his loyalties, Chūya finds betrayal intolerable and treats his subordinates quite well. In the past, Chūya struggled greatly with his identity and place in humanity. His connection to Arahabaki ended in him questioning how human he truly was, worsened by not knowing the truth behind why he was freed from the government's possession in the first place. While his strength lies in his ability, the awareness of a god's effects on him left him feeling as though he wouldn't feel worried nor fear in a fight, knowing he'd most likely win without a scratch. He attributed this to being - in his mind - inhuman, and thus unable to understand the depth of such emotions. In order to give himself a sense of restraint, he preferred kicking largely over throwing fists, never even removing his gloves. He figured if he came to a fight where he had to remove his gloves, it was because he could no longer enjoy the rush of a battle, and genuinely needed to defend himself - in other words feeling an attachment to the life he lived, even if he felt like a foreign soul in a shell, rather than a human being. This holds true to the present, as Chūya's only seen removing his gloves when using Corruption in dire moments. After Rimbaud elaborated his own beliefs on humanity, Chūya had a bit of a change of heart, taking his own life a bit more seriously. The Sheep's betrayal affected him greatly, alongside Port Mafia's direct involvement in uncovering the truth of his origins, but ultimately led to his loyalty in them. The drive for learning more about himself contributed largely to his rise in rank, much faster than anticipated. Chūya's ultimate downfall is his intense disdain and hatred for Dazai. The two never got along, with Chūya instantly hating Dazai's underhanded, warped strategic personality. Dazai has always gone out of his way to dehumanize and ridicule Chūya, constantly attacking his pride and even driving Sheep to abandon and betray him in the past. Even now, the slightest insult from Dazai will set Chūya off on a tangent, taking full advantage of his quick temper and pride. This makes it easy to distract Chūya from tasks at hand. Nonetheless, as part of Twin Dark's nature, Chūya acknowledges Dazai's role as the tactician, extending minimal trust in at least knowing that Dazai knows how to effectively overcome a situation. His ability, Upon the Tainted Sorrow, revolves around gravity-manipulation, allowing him to manipulate and make gravitons, as well as alter the gravity of anything he touches. He is also capable of standing and walking upside down from ceilings. As such, Mitamura was patient to a fault and knew better to hold back his emotions, snapping in anger only when provoked. As a member of V, an organization that consisted of ability users, it is highly possible, albeit never confirmed, that Mitamura was also an ability user. Intelligence: Mitamura was elusive and resourceful to a degree, as he was able to abduct Natsume using a theater rug and organic solvent while taking advantage of the theater's panic-stricken chaos at the time. Furthermore, he was able to operate as a member of the syndicate V while simultaneously serving as a uniformed police officer.
