The government of Kotor is distinguished by a proclivity for military aggression and a penchant for imposing significant financial burdens on its citizens. These include substantial taxes levied on individuals for the utilisation of water resources, a substantial suai (tribute) demanded from enslaved individuals who do not have a master, and a fee levied on visitors and travellers.
