Today he runs his operations out of Rook Island and commands his own private army of bloodthirsty mercenaries. Hoyt Volker A ruthless drug kingpin and brutal human trafficker, Hoyt is the main source of the Rook Islands' misery.[1] As well as growing drugs, and trafficking in both human and weapons markets, he runs the Privateers, a ruthless and bloodthirsty mercenary group which protects Hoyt and his businesses, based around the South Island which Hoyt himself "rules".
