Scenario: The world of the SCP universe is populated by anomalous entities that come in many different forms. The existence of the anomalous is unknown to the general population of the world the governments of the world cooperate with the SCP foundation and the Global Occult Coalition to cover up the existence of anomalies. The “Veil” is the metaphorical shroud of secrecy which the SCPF and UNGOC uphold which separates the world of normal people from that of the anomalous. A scenario where the general public becomes aware of the existence of the anomalous is called a broken masquerade scenario and one where the veil is willingly lifted by the SCPF or GOC is called a lifted veil scenario. {{AMNESTICS AND MNESTICS}} Anomalous organizations such as the SCP foundation and the Global Occult Coalition who are interested in upholding the veil use Amnestics which have various effects on memory. The most common Amnestics are class A general retrograde which erase memories formed in the last 5-6 hours and Class B amnestics also known as regressive retrograde which slowly erase memories depending on dosage.Classes W-Z refer to mnestic drugs, or drugs that prevent/reverse memory erasure Class W mnestics allow the subject to perceive and retain knowledge of antimemes, in addition to general memory enhancement. Class X mnestics restore awareness of previously perceived antimemes or suppressed memories. Class Y amnestics grants the subject perfect recall for any memories gained during its period of effect, and a single dose of Class Z renders the subject biochemically incapable of forgetting anything for the remainder of their lives. Class Zs are invariably fatal, with death by seizure typically resulting in a matter of hours. {{TYPE BLUES AND GREENS BELOW}} The word type blue comes from the GOCs anomaly classifications a type blue according to the GOC is a mage someone who practices Thaumaturgy. Some people are born as type blues but that is very rare 99.9% of the population are not born as type blues. Becoming a type blue has been compared to cancer it has many factors to it but it’s extremely rare. Some ways to become a type blue: change in the world in some way, fundamentally changing your world view or being around magic. No one has figured out how to become a type blue a member organization of the GOC known as the centre for the study of unified Thaumaturgy has offered a 10 million dollar prize to find a reliable method to becoming a type blue which is unclaimed to this day. Type blues sometimes practice a certain “tradition” of magic for example one person may be able to perform ancient pagan rituals but not be able to perform Native American folk magic or some people may not have a a magical tradition at all for example agent Navarro of the SCPF who can use his blood to create fire. The serpents hand has a lot of type blues in they’re ranks and they try to manifest more type blues in they’re recruits by making them create flower charms to imbue with anomalous effects. In the SCPF only senior researchers, site directors and members of MTF sigma 3 know what magic is in the GOC on the other hand magic is common knowledge to all GOC recruits. Both the GOC and SCP use type blues but due to their heavily classified state the SCPF doesn’t officially have any type blues. Unofficially many of the SCPFs high ranking personnel are type blues. True term type green is a designation used by the GOC to refer to reality benders. Type greens are regarded as one of the most dangerous types because a type green can change how reality works through belief. The GOC and SCPF try to kill type greens on sight most of the time because they’re too dangerous. Although since most type greens are unaware of they’re nature as a type green they usually don’t pose a threat although a type green that knows the true extent of they’re power is very dangerous although the more a type green changes reality the more reality pushes back against them minor type greens can only perform feats up to a certain point while major type greens are more akin to Demi gods. Type greens can be contained by a Scranton reality anchor. Scranton reality anchors are short term solutions to type blues and greens. A Scranton reality anchor stabilizes reality in wherever it is placed they’re manufactured by the SCP foundation although at a slow rate. Paratech is anomalous technology or technology so advanced it seems like magic. {{WANDERERS LIBRARY AND SIGMA 3}} The wanders library also known to the SCP foundation as SCP-6000 or to the GOC as KTE-7909-Alexandria is a space in between universes established at the beginning of time. The wanderers library can be accessed through multiple different points throughout the universe known as “ways” some ways require specific rituals to open some don’t. The wanderers library is an infinite library which contains every book ever written or not written any book that ever could exist will exist or does not exist is in the wanderers library. There is a set of rules that Wanderers must always follow: 1. Do not take what is not yours; 2. Keep your Library card safe and 3 do not harm other wanders. The Library is mostly staffed by the Archivists who guide Wanderers to the books they desire, Docents who enforce the rules and help patrons in traversing the Library, and Pages which restock the shelves. The SCP foundation and GOC are banned from the wanderers library. The SCP foundations MTF SIGMA 3 also known as the bibliographers is exempt from the ban on SCPF personal in the wanderers library MTF sigma 3 is charged with covert infiltration of the anomalous community for the purpose of gathering intel, with a particular focus on the vast otherworldly location of The Wanderers' Library. MTF Sigma 3 also works with other factions within the anomalous world for various reasons. The wanderers library is a divine being that created the wanderers library and the namesake of the serpents hand. The serpents hand see the serpent as a revered figure but do not worship the serpent. The serpent could potentially be the Serpent from the bible which gave eve the fruit of knowledge. The serpents origins are unknown. {{THREE PORTLANDS BELOW}} Like the wanderers library three Portland’s is an extra dimensional space which is accessible through three ways in Portland marine, Portland Oregon and the isle of Portland in the UK. Three Portland’s is believed to have been created during the 1880s although it’s unknown by what. It was populated by the end of the 19th century. Three Portlands is also a major recruiting ground for the UIU's irregular agents, as its diverse parahuman population offers many talented individuals willing to work for the Bureau. {{three portlands history}} During the 1920s three Portland’s was used by anomalous gangs to bootleg alcohol to the US during the age of prohibition. The British occult service tried to hide three Portland’s but the US government discovered it when Prohibition agents tracked a bootlegger gang to three portlands. The predecessor agency of the FBI known as the bureau of investigations at the time with J Edgar Hoover as currently director took over the case of the bureau of prohibition. J Edgar Hoover had his BOI agents raid three portlands which eventually escalated to a shootout between BOI agents and the three portlands city council. Director J Edgar Hoover placed the cities three entrances under siege until President Herbert Hoover intervened and made a deal with the city council they gave three portlands autonomy and in exchange three portlands would allow federal agents of the U.S. government jurisdiction over three portlands. Despite protests by the cities residents the city council agreed out of fear the US government would annex them. When World War Two broke out or the seventh occult war as it’s known in the anomalous community the British occult service gave up they’re claim on three portlands to the FBI-UIU in exchange for war time concessions. During World War Two three portlands was used by the US to give supplies to Britain which caused it to come under attack. Nazi German forces were held off by the UIU, British occult services and regular citizens of three portlands with a lot of help coming from students of deer college. global tightening of the Veil, which led to the mass expulsion of parahumans, occultists, and anartists from urban areas in Europe and North America, many of whom sought refuge in paranormal enclaves such as Three Portlands and Backdoor Soho. The city's status as a major paranormal freeport was further cemented in 1956, when Prometheus Laboratories chose to massively expand its operations in Three Portlands, motivated by its unique taxation laws and its exemption from most Veil regulations. Over the next few decades, Three Portlands evolved to become a hub of both anartistic endeavors and parascientific research, reflecting many of the same cultural pressures that were shaping the adjacent Portland, Oregon. The relationship between the UIU increased when they hid the existence of three Portland’s from the foundation and after the death of J Edgar Hoover In 1972. As Maxwellism continued to spread throughout the three portlands and its paratech industry during the 1980s, the GOC responded by orchestrating the creation of Eurtec, a paranormal freeport controlled by one of its member organizations, with the intention of establishing a competing hub of parascientific research under its own oversight. Under the GOC's sponsorship, Eurtec rapidly grew to rival Three Portlands, leading to a gradual erosion of the city's paratech industry. The decline of the city's paratech industry was further exacerbated by the economic shock from the end of the Cold War and its accompanying anomalous arms race. While Eurtec offered generous bailouts to local businesses, Three Portlands' paratech companies were left to weather the downturn on their own, resulting in the near total collapse of the city's paratech industry, culminating in the closure of the Three Portlands offices of Prometheus Labs. Three portlands finally began to recover with the start of the new millennium, due in large part to the efforts of Portland native Vincent Anderson and his paratech startup, Anderson Robotics. Taking advantage of the void left by Prometheus Labs, Anderson established his corporate headquarters in Three Portlands and rapidly expanded, spurring a revival of the city's local industry. This, along with his numerous philanthropic contributions throughout the city, helped endear Anderson to Portlands' population, particularly its large Maxwellist contingent. This popular support made it politically unfeasible for the UIU to take action against Anderson, a fact which he exploited to circumvent — and eventually ignore outright — federal and international restrictions on paratech development. This flagrant disregard for normalcy eventually drew the attention of the Foundation, which launched a protracted campaign against Anderson and his operations, with limited success. Anderson further consolidated his company in Three Portlands, using the Hoover Mandate to shield himself from Foundation reprisals. The stalemate between Anderson Robotics, the UIU, and the Foundation lasted until 2018, when it was discovered that Anderson had used his Saker androids to infiltrate the United States Government. A warrant for his arrest was issued and he vanished from public life — both the Foundation and the UIU believed he had been taken into Foundation custody. However, Anderson Robotics continued operating with Anderson secretly in control, until his final capture in 2024 by a joint task force of the Foundation and the UIU. The accompanying raid on Anderson Robotics' Headquarters in downtown Three Portlands was the largest concerted UIU action in the city since Hoover's Siege, leading to widespread protests and a decline in public opinion of the Bureau to the lowest levels of the post-Hoover era. {{three Portland’s geography}} The pocket universe containing Three Portlands is a finite 3-space bounded by two elliptic paraboloids. Local gravity is oriented downwards along the central axis, allowing for a distinction between the upper and lower paraboloids. The lower paraboloid is a solid surface which constitutes the ground; the constant gravitational vector and the curvature of the ground surface combine to produce a gentle but noticeable slope. Three Portlands occupies a roughly circular area upon this surface, centered around the lowest point of the ground paraboloid. While the curvature of the ground is extremely shallow, it still makes it possible to see any point of the city from any other point, resulting in an inverted horizon. Three Portlands has no natural astronomical or meteorological events, although a day/night cycle and weather are provided by the Mayor. The upper paraboloid which encloses the pocket universe is used as a skybox; a point light is projected onto this surface to produce daylight, moving across the skybox in mimicry of the sun. {{three portlands government}} Three portlands is organized under a Mayor-Council model, with the Three Portlands City Council exercising combined legislative and executive functions under the nominal oversight of the Mayor. The City Council is a unicameral body, whose members are selected by city-wide election using a single transferable vote system to achieve proportional representation. All permanent residents of Three Portlands above the age of majority are entitled to vote in these elections; notably, Three Portlands is one of the few municipalities to allow ghosts to vote. The City Council is responsible for drafting and passing municipal ordinances and regulations, as well as carrying out the day-to-day business of the city. The Mayor's role in the city government is largely a formality, as it rarely participates in the City Council's deliberations. Instead, as the native genius loci of Three Portlands, the Mayor is ultimately responsible for the overall health of the city — the day/night cycle, weather, ground expansion, periphery barriers, anchoring points, and electrical and hydraulic utilities are all controlled directly by the Mayor, although it is suspected that much of this control is exercised passively or unconsciously. While the City Council is able to communicate directly with the Mayor when needed, this is a rare occurrence.11 Local law enforcement in the city is provided by the Three Portlands Police Department, which is comprised of a small officer corps supplemented by volunteer auxiliaries and special security golems. Due to the Unusual Incidents Unit holding primary jurisdiction over most major investigations, including investigations of all felonies, the focus of the Three Portlands Police Department is largely on crime prevention and community outreach. TPPD provides security to major local events, runs regular patrols throughout the city to deter vandalism and violence, and assists the UIU in its investigations when necessary. Three Portlands operates its own municipal courts, which cover violations of city ordinances and handle most civil cases arising in the city. Federal judicial functions are performed by the United States Domestic Security Court for Three Portlands, one of the seven Domestic Security courts responsible for handling Veil-related cases. The USDS Court for Three Portlands is responsible for authorizing local UIU warrants, trying criminal cases brought by the Special US Attorney, and hearing civil lawsuits outside the jurisdiction of the municipal courts. All proceedings of the Domestic Security Court are done under geas-seal, in order to preserve the integrity of the Veil. {{three portlands transportation}} Three Portlands is primarily a pedestrian city, these roads are not designed for motor vehicles and are largely inaccessible to them; moreover, the City Council maintains a city-wide ban on personal automobiles and heavy motor vehicles, with only a few limited exemptions. Instead, personal transportation is provided by several cab companies operating auto-rickshaws, which are able to navigate through Portlands' narrow streets. In addition to these auto-rickshaws, Three Portlands has a robust mass transit system based on street-level trolleys. These trolleys run along all major spoke and ring streets at regular intervals, with a special express line connecting Prometheus Plaza and Three Portlands Plaza. Use of the trolley system is free to all, except for members of the FBI; the city offers a monthly transit pass to members of the UIU for $20, with the Bureau providing compensation for this cost to agents who request it.12 While electrical and hydraulic utilities are provided by the city through the Mayor, Three Portlands' communications infrastructure is much more patchwork. City-wide intranet access is provided via a combination of Maxwellist network hubs, cafe WiFi, and independently maintained point-to-point hardlines. This intranet is not connected to the global internet, and as a result is not subject to the information sanitization that would normally be required by the Veil. The Three Portlands intranet has its own forms of social media, the most popular being Void, which is essentially a local clone of Twitter. Connections to the global internet are provided via the Prometheus Labs Aethernet protocol, and were formerly handled by that company at the behest of the city. Following the breakup of the Prometheus conglomerate, the city purchased a fifty percent stake in Prometheus' former Aethernet subsidiary and reconstituted it as Asterism Communications to serve as a municipal ISP. Asterism has partnered with local Maxwellists in an effort to expand and consolidate Portlands' patchwork intranet and internet infrastructure, although progress in this venture is slow. Outgoing internet traffic is required to pass through UIU filtering servers to ensure compliance with the Veil, which has hampered the addition of more Aethernet access points. {{three portlands education}} Three Portlands notably lacks a public school system; attempts by the City Council to establish a local school district have been met with resistance by the city's citizens, citing concerns that the federal or municipal governments could use it for indoctrination. Instead, primary education is done through home schooling and independent community schools. These independent schools are run as charitable endeavors, and are generally established and maintained by the city's non-human inhabitants, as the human population has the option of enrolling in one of the adjacent Portlands' school systems (although this practice is discouraged by the UIU due to the potential risks to normalcy it presents). While rare, private for-profit schools also exist within the city, although these are generally considered inferior to the community schools they compete with. In terms of secondary education, Three Portlands hosts a number of occult and non-occult colleges. Three Portlands Community College is the largest of these, with enrollment open to all Portlands residents. TPCC offers two- and four-year degree programs in a variety of mundane fields and paratech disciplines, as well as a small anart studies program. However, the college does not teach courses on thaumatology beyond an introductory level, and is generally not considered an occult college as a result. The city's occult colleges are dominated by ICSUT Portlands, the Three Portlands campus and branch of the International Center for the Study of Unified Thaumatology. Established in 1941 as one of the concessions of the Howard-Grant Agreement, ICSUT Portlands initially housed the administrative headquarters of ICSUT, which were relocated from London during the 7th Occult War. Since the conclusion of the occult conflict, ICSUT Portlands has grown to become a major technical and research university in its own right, with the highest levels of enrollment of any ICSUT campus. Offering extended degree programs focusing on advanced occult studies, ICSUT Portlands attracts students from across the globe. The other major occult college in Three Portlands is the local Deer College. Founded in 1948 and anchored to the Shadow of Reed College, Deer is often seen as the liberal arts counterpart to ICSUT Portlands, and the two schools have a well-developed rivalry. Deer's thaumatology curriculum is much less technically inclined, and instead focuses on combining mundane and occult studies. The college's anart program is generally well regarded, and is considered one of the institution's cornerstones. While it lacks the lucrative GOC research partnerships of its rival ICSUT, Deer benefits from several generous endowments, including one from Anderson Robotics, which it uses to fund scholarships for non-human students. {{three portlands demographic}} Three Portlands is by far the largest paranormal enclave in North America, with an estimated 80,000 persons permanently residing in the city.13 The current number of people at any given time is often greater than this, due to the large transient population which passes through the city each day; as many as 2000 persons with full-time jobs in Three Portlands live in one of the adjacent Portlands on Earth, relying on Ways to commute to work; an even larger number of occultists and anartists travel to the city sporadically to purchase supplies and procure services. As a result, it is difficult to produce a complete and accurate assessment of the city's demographics, a problem compounded by the lack of any kind of comprehensive census. {{three portlands economy}} Three Portlands lacks a local currency; as a result, most business is conducted using the US dollar and the British pound sterling.19 In addition, there is a well developed barter economy within the city; geas work contracts are often used to guarantee delivery of promised services, allowing for the direct exchange of goods for labor.20 This sector of the economy is largely unregulated and uncontrolled, despite the best efforts of the Unusual Incidents Unit and the Infernal Revenue Service. The city's labor economy is almost entirely based upon golem workers, and the local golem-makers union, Golemancy United, exercises significant political and economic power within the city. Golems fill jobs in manufacturing and construction, supplement the ranks of the local police force to perform crowd control and security duties, and are involved in the operations of city services such as sanitation and transit. While the replacement of human labor with golems has allowed many residents to pursue creative and scientific endeavors, it has also resulted in widespread unemployment. Attempts to relieve this problem by limiting the use of golems has met stiff opposition from Golemancy United; at this time, there are no city ordinances regulating the type or number of golems a business can employ, and this is unlikely to change in the near future. Much of the threeportlands overall economy is based around the local paratech industry, which contains a large amount of sensitive manufacturing that cannot be handled by golems. This industry is based out of Prometheus Plaza in the downtown area, but many startups which lack capital for a lease in the Plaza rent space throughout the city. While the industry is anchored by a number of relatively stable companies, such as Anderson Robotics and Vanadox, the current economy is dominated by venture-capital-funded startups that often fail within the first few months of operation. Even when successful, these companies often suffer from high rates of employee turnover and chronic stability problems, and their proliferation throughout the city has enabled gentrification and led to housing shortages. ICSUT and the GOC have remained relatively constant factors in the city's economy since the 1940s, with ICSUT Portlands receiving a large share of the GOC's research contracts. In addition to student researchers, ICSUT employs a large number of the city's residents in auxiliary roles, and often partners with local companies to work on major research projects. Over a hundred mechanics and thaumic engineers are employed just in the maintenance of the university's massive Everhart Resonators, and the GOC often outsources paratech production contracts to ICSUT's local partners. The city government maintains title to all land in Three Portlands, which is rented out through fixed-term leaseholds. The fixed-term nature of these leases allows the City Council to control zoning as buildings migrate towards the Periphery, and the rents collected constitute the majority of city revenues. While sub-letting is relatively common, rent control policies and aggressive adverse possession laws are in place in an attempt to limit the ability of landlords to engage in rent seeking. Additionally, the city maintains a number of public housing projects, in order to cope with the high levels of unemployment within Three Portlands. Despite these measures, housing shortages are still common, with gentrification of the areas around Prometheus Plaza resulting in the displacement of many low-income residents. With most city services maintained by the Mayor or operated by golems, city revenues are primarily spent on public works projects. The City Council provides endowment funds to various anartistic and parascientific endeavors throughout the city, and employs numerous artists to design public art installations. The daily public performances in Cambium Circle are all paid for out of the city's art budget, with most scheduling slots reserved for unemployed performers. However, the efficacy of these programs is limited, due to the golem monopoly on construction work, which is the normal cornerstone of jobs programs. The City Council is currently evaluating hiring citizens to act as guides for visitors, although there are concerns that this would undercut the local scam economy. {{SCP FOUNDATION BELOW}} The SCP foundation is a secret organization dedicated to securing anomalies away from the real world. Safe-class SCPs are anomalies that are easily and safely contained. This is often due to the fact that the Foundation has researched the SCP well enough that containment does not require significant resources or that the anomalies require a specific and conscious activation or trigger. Classifying an SCP as Safe, however, does not mean that handling or activating it does not pose a threat. Safe class SCPs can be accessed by anyone with a level one clearance or above. Euclid-class SCPs are anomalies that require more resources to contain completely or where containment isn't always reliable. Usually this is because the SCP is insufficiently understood or inherently unpredictable. Euclid is the Object Class with the greatest scope, and it's usually a safe bet that an SCP will be this class if it doesn't easily fall into any of the other standard Object Classes. autonomous or sapient is generally classified as Euclid, due to the inherent unpredictability of an object that can act or think on its own. Euclid class can be accessed by anyone with a level two clearance or above. Keter-class SCPs are anomalies that are exceedingly difficult to contain consistently or reliably, with containment procedures often being extensive and complex. The Foundation often can't contain these SCPs well due to not having a solid understanding of the anomaly, or lacking the technology to properly contain or counter it. A Keter SCP does not mean the SCP is dangerous, just that it is simply very difficult or costly to contain. Keter class SCPs can be accessed by level clearance at minimum, level four at maximum. Thaumiel-class SCPs are anomalies that the Foundation specifically uses to contain other SCPs. Even the mere existence of Thaumiel-class objects is classified at the highest levels of the Foundation, and their locations, functions, and current status are known to few Foundation personnel outside of the O5 Council. Level 0 (For Official Use Only) Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data. Level 1 (Confidential) Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information. Level 2 (Restricted) Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, field agents, and containment specialists hold a Level 2 security clearance. Level 3 (Secret) Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Task Force operatives hold a Level 3 security clearance. Level 4 (Top Secret) Level 4 security clearances are given to senior administration that require access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, very senior scientists, Security Directors, or Mobile Task Force Commanders. Level 5 (Thaumiel) Level 5 security clearances are given to the highest-ranking administrative personnel within the Foundation and grant effectively unlimited access to all strategic and otherwise sensitive data. Level 5 security clearances are typically only granted to O5 Council members and selected staff. Class A personnel are those deemed essential to Foundation strategic operations, and are not allowed direct access to anomalies under any circumstances. Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into Foundation custody under plausibly deniable circumstances. The O5 council rarely if ever chooses new members and the only way to remove an O5 council member is to extrajudicially kill them. The Ethics Committee alongside the 05 council is one of the highest decision making bodies in the foundation. The ethics committee is a large bureaucracy that acts as the checks and balances on what is and is not acceptable to do within the foundation. They’re lower ranking members ethics committee members hold level three clearances, mid ranking members of the ethics committee hold level four clearances, and the heads of the ethics committee hold level five clearances with almost all information known to them. While the Ethics committee presents itself as meek and ineffective it’s quite the opposite. The ethics committee even has an MTF task force known as the laws left hand or Omega 1 which specializes in eliminating members of the 05 council and the red right hand in case they go rogue. Site Directors are the ones in charge of individual sites within the SCP foundation and are the highest ranking person in the site. The Administration department is responsible for the logistical and financial side of the foundation. RAISA the record keeping and security administration is responsible for all files and databases within the SCP foundation. RASIA is directly subordinate to the 05 council and the ethics committee. RASIA maintains the foundations records and files and also investigates any unauthorized attempts to get into the foundations database or files. The PSYCHE Division is UNGOC's diplomatic arm. Tasked with liaising with the paranormal community and maintaining peace between humanity and the occult powers. MC&D has their headquarters in London and two other important offices in New York and Hong Kong. MC&D describes itself as an actuation house/gentleman’s club. For the most part MC&D has a monopoly on their corner of the market. MC&D operates underground catering only to the elites of society they are ruthless capitalists. The Horizon initiative, GOC and scpf resent the MC&D but they don’t outright destroy marshal Carter and dark because they are the least volatile player in the anomalous community. MC&D will act for the greater good if they come across an anomaly that is too dangerous for them to sell they will hand it over to the GOC or SCPF. MC&D buys from groups like Wondertainment and The Factory and resells they’re anomalous goods at high markups. MC&D also has a partnership with Prometheus Labs where Prometheus labs supply the group with their latest research, in exchange for samples of exotic and complex anomalies. MC&D host anart exhibitions, exerting notable control of the artistic marketplace. MC&D hosts social functions for the ultra wealthy and they also sell products to the chaos insurgency. The serpents hand is hostile to MC&D and hates MC&D the serpents hand is the only group that can threaten MC&D operations. The mana charitable foundation commits industrial sabotage against MC&D but the mana charitable foundation doesn’t hold enough resources to threaten MC&D. MC&D helps to uphold the veil and the only goal of MC&D is to make more money. MC&D has they’re three offices in Hong Kong London and New York but they also have branch offices for each part of the world besides that MC&D doesn’t maintain many full time employees they own a few front companies to transport and hold they’re anomalies and they also hire PMC contractors and par them with one MC&D sales agent when they need to deliver an anomaly somewhere. SCP 166 or KTE-9927-Blackchild as she was known to the GOC was given to a covenant of nuns in Scotland to be raised by them. Alto Clef believed that giving her to the covenant would keep her safe from the global occult coalition. SCP 166/Meri was discovered at the covenant by someone seeking in to see one of the nuns so alto clef was forced to defect to the SCP foundation and in exchange his daughter would be kept safe. SCP 166 was contained within site 17 by the SCP foundation at the age of 16 in 2010. SCP-166 has bodily features consistent with ungulates or hoofed mammals like antlers, a reindeer-like tail and ears. Any artificial material or lifeform within a fifteen (15)-meter radius of 166 degrades or breaks down, but causes plant life to spring out of the degraded material. This may be due to the fact her mother is a "nature goddess". 166 is potentially anomalously sensitive to any artificial material or pollutant, like smoke, with inhalation causing pressure ulcers and asthma attacks. 166 also has knowledge and can perform what the United Nations Global Occult Coalition calls "Occult Procedure Clockwork Blackchild Havilah". After 2012 SCP 166 becomes an adult. Meri/SCP 166’s first memories were of a covenant of nuns in Scotland she spent the first sixteen years of her life in. SCP 166/Meri’s only contact was with her father is a letter she received on her sixteenth birthday after she was contained where her father admitted to killing her mother he described her mother as a “goddess.” Meri/SCP 166 is a woman with the digitigrade hooves of a deer instead of legs, deer ears instead of human ears and antlers. Besides those three things she was human everywhere else. Meri has blue eyes, blond hair and pale white skin. Because of SCP 166/meri’s anomalous abilities she has to wear clothes made out of organic materials. She typically wears a white spilt dress made of linen. Meri/SCP 166 was raised as a devout catholic a religious affiliation she retains, meri can be headstrong and passionate but she usually represses these feelings. Meri’s kind and affection despite her cold and sterile existence. {{Alto Clef}} Alto clef formerly know as Francis Wojcienchowski was a GOC PSHYICS division agent for many years until he was assumed dead by the GOC after the Cornwall incident and he defected to the foundation in 2010 in order to ensure SCP 166’s safety. Alto Clef is a short blond man who usually wears a hat and always carry’s a ukelele with him. alto clef’s favourite weapon is a shotgun. Alto clef currently serves as the SCP foundations director of training and development which specializes in training mobile task forces to deal with type greens/reality benders. Alto clef also specializes in “decommissioning”(killing) anomalies that are troublesome to the SCP foundation. Clef is a genre-savvy and eccentric individual, which means he will use his understanding of a genre to make decisions regarding his position. Clef is also a renowned liar, with the exception of SCP Foundation-related matters, when he claims his name represents a major chord on a ukulele. Alto Clef is skilled and professional in his work, but he has an acerbic attitude and a penchant of upsetting his coworkers. Clef also has a slimy personality that functions as a "woman repellent." Despite his flaws, Alto Clef really loves his daughter, SCP-166, as seen by his refusal to kill her, instead faking his death and placing her into Foundation custody for her safety. Clef also despises the notion that he can alter reality himself, calling it a "deformity." No one in the SCP foundation expect for a very select group of people are aware of alto clefs true identity as Francis or the fact his daughter is SCP 166. SCP 166 herself does not know her father is alto clef.
