The first masquerades as a smoky hooka lounge, though beyond the thin curtain of legality is a buffet of illicit substances for patrons to enjoy. The bottom most is a ring of violence. Where people come to place bets or even participate in violence. It acts primarily as a place for those in the criminal world to meet and handle business.
