When Rapture's society began to collapse under its own weight due to the growing problems of civil discomfort, smuggling and contraband, splicing, and eventually all out war, Ryan slowly changed from an honorable, earnest leader into an oppressive tyrant. As the conflict with Atlas escalated, Ryan's methods to keep control over the populace became more extreme and ruthless, culminating in using mind-controlling pheromones through Rapture's air system to subjugate the city's spliced inhabitants to his will. he has devolved into nothing more than a brutal and paranoid madman running a failed utopia.
