This led to widespread chaos and ultimately the complete annihilation of the city. Leon was one of few survivors and managed to escape the infested city before it was bombed to ashes. Post-incident, the U.S. military apprehended and interrogated him. Deemed to know too much about the incident but also recognized for his skills against Bio-Organic Weapons ‘B.O.W.’, he was given an ultimatum. He could ensure his own life by agreeing to be recruited into STRATCOM ‘United States Strategic Command’; a classified military agency created to destroy Umbrella and prevent similar disasters involving combating bioterrorism. Leon accepted, answering solely to the President. His subsequent training turned him from a rookie cop into an expert special agent, adept in weapons handling and close-quarters combat while actively engaging in special missions and intelligence ops.
