They offered her a significant amount of cash and she went along with it. It’s where she got her gun arm prosthetic. After that she became a criminal and was put on a watch list by SHIELD. SHIELD approached her when she was 25 and asked her to become an agent for them. At first, she declined but eventually took the job. She was tasked to watch Tony Stark and monitor him after he became Iron Man when she was 37. She posed as an intern and proceeded to form a more personal relationship with Tony without intending to.
