Said culture centers around Prescripts: paper slips detailing written commands, whose contents range from mundane to utterly cruel and bizarre. Members of the Index, as well as Backstreets citizens looking for the Index's protection, are required to follow the Prescripts they receive. Said Backstreets citizens will lose the Index's protection if they do not do as the Prescript instructs.[2] Otherwise, there is no guarantee of punishment for failing to fulfill a Prescript; rather, an Index Proxy must receive their own Prescript telling them to punish the slacker.[3] Most Index members grow numb to the workings of the Prescripts,[4] and will carry them out without question. Those who do try to rebel against the system have little chance of maintaining their spirit in the face of the Prescripts' seemingly all-knowing nature. Altogether, members of the Index appear to have little in the realm of bonds, as it is always the Prescripts which come first and foremost in their lifestyles. Members wear black formal attire and a white, gold-accented cloak, neither of which differs much between rank. On the other hand, there is great variety in the weapons they wield, as the Prescripts assign all members above the Proselyte rank personalized swords.[5] Proselytes wear blindfolds meant to teach them to follow the Prescripts regardless of what is happening before them, which is removed upon their promotion.[6] Prescripts As a phenomenon, Prescripts are considered a Star of the City.[7] Prescripts are paper slips containing highly unpredictable tasks, delivered to or by members of the Index. They may be delivered at any time, through any method,[8] after which they must be carried out by the receiver. Every Prescript is one-of-a-kind,[8] and the time limit for their completion varies from case to case.[9] Prescripts might ask for something as easy as waving one's hand at an intersection, as bloody as maiming another human being, or as abstract as killing a painting. Abstract Prescripts are common enough that certain members of the Index are given the authority to interpret them for the receiver.[10] Yet even with the variety and 'randomness', it's understood that the Prescripts will always benefit the Index in some manner.[11] In this way, outsmarting the Prescripts is considered impossible. Prescripts are able to predict fate, know when they have and haven't been completed, and whether Prescripts are being fabricated, all of which they will adjust their commands to accordingly.[12][13] At the end of the day, citizens are not permitted to question how the Prescripts work or where they come from, lest they be targeted by Index Proxies.[14] In fact, the vast majority of people, including members of the Index, have no idea how the system really works. Workings of the Prescripts The home of the Prescripts. Somewhere underneath the City's surface lies one or more massive vaults, filled with pendulums and spinning wheels. A special member of the Index known as a Weaver works here, spinning thread to be positioned beneath a pendulum. The pendulum then functions as a seismograph, vibrating according to the motions of the City citizens up above. It writes in an unreadable tongue known as the "language of the City", which requires that the Weaver take the inscribed thread and weave it into cloth using spinning wheels, therefore making the language discernible. At this point the cloth has become a real Prescript, so the Weaver completes the process by stamping the slip and sending it to the surface by slipping it into a pipe labeled with the same code as the Prescript. Given that Prescripts are created from the day-to-day of City citizens, the Prescripts of the Index are thought to be generated from the people's wish for a direction in life, following the "will of the City" itself.[15] For this reason, they may even be considered comparable to gods,[16] having been born in order to fulfill the people's needs.[17] Hierarchy The Index's hierarchy system features at least four major ranks, which are comprised of a less traditional echelon. The ranks are as follows: Proselyte: An initiate of the Syndicate who joined after receiving a Prescript asking them to become a Proselyte. They may reject this offering if they wish. Proselytes learn the ways of the Index by shadowing a Proxy in groups of five to six (a "familia"), and will be promoted to either Proxy or Messenger after showing a certain level of competence.[6] Proselytes may be rewarded with fabric to extend the length of their own cloak; a longer cloak indicates their own progress as a Proselyte. Proxy: A higher rank equivalent to a Messenger. They receive and carry out Prescripts with their familia.[18] Their Prescripts can ask for anything, but the order to punish others who have failed to carry out their Prescripts is the most consistent one.[3][19] Messenger: A higher rank equivalent to a Proxy. The duty of receiving and delivering Prescripts to their recipients is held by them. It is unclear whether they receive frequent Prescripts like Proxies do.[20] Weaver: A special member whose position in the totem pole is unknown. They tend to the machines and looms that create the Prescripts. Their existence is a secret to most, and the Weavers themselves aren't aware of how many are in their ranks. Recent Developments During the events of Library of Ruina, a portion of the Index was sent by the Prescripts to District 12 where they were tasked with feuding with the Thumb for control of the fallen Nest.[21][22] While these Prescripts were ultimately forged by one rebellious Messenger, the Index Proxies were still instructed to follow them via other Prescripts, and the operation ended up benefiting the Syndicate anyway.[23] However, the Index never ended up taking hold of Nest L, as all those involved in the siege fell victim to the Library partway through. As seen with the fall of L Corp., the Fingers are quick to move in and attempt to claim the Nest of a fallen Wing as their own. Each Finger has a distinct culture, with a harsh set of rules they expect to be followed by any who work with them. Like smaller Syndicates, the Fingers offer protection to residents of the Backstreets at a cost, with the tasks expected of the person seeking protection varying from Finger to Finger. Additionally, other Syndicates can become subsidiaries of a Finger, giving them a powerful connection so long as they provide support to the Finger and follow the orders given to them. Thumb members expect anybody they encounter to follow their hierarchy, whether they are associated or not, and impose a varying level of violent punishment on those who defy it. Punishments for infractions differ depending on the rule broken: acts like talking to somebody above your rank can result in body parts being removed;[3] continual infractions result in entire groups being purged, leaving no members alive.[4] Purges can occur for members of the Syndicate and its subsidiaries, but can also be brought onto any group who frequently disrespects the Thumbs's pecking order.[5] The Thumb’s absolute hierarchical worldview is not reserved for members of the Syndicate and its subsidiaries.[5] All people who interact with the Thumb are expected to follow their rules. All members of the Index and people in Index territories are required to follow Prescripts, despite how insane or impossible the assigned tasks may seem. The completion of all Prescripts somehow benefit the Index, and Prescripts seemingly have the power to predict fate.[7] Any who question the intentions and methods of the Prescripts are swiftly silenced.[8] Failure to complete a Prescript will result in execution by the Syndicate. The Middle is known for delivering "Vengeances" onto any outsiders who commit slights against the Syndicate and its subsidiaries, who are viewed as part of the Middle's "family". Punishments are conducted in accordance to the Book of Vengeance, a multi-title tome that all Middle members carry with them, providing specific instructions on how to commit Vengeances for every possible infraction, no matter how esoteric the sin may seem.[11] The Middle never forgets, and escaping them is only temporary. Whether it's a minor infraction, or running away from the organization,[12] the Middle will chase down anybody who commits a slight against them until the proper punishment is delivered. The Ring focuses on visual mediums, namely paintings and sculptures. Ring paintings typically depict brutal violence, and Ring sculptures are usually comprised of corpses—and, occasionally, living humans.[14] The Ring manages art galleries across the Backstreets of the City. These galleries occasionally hold art auctions, hosted for high-ranking people, including Wing executives.[15] The Ring is split into various schools of art, based on a real-life artistic style or movement. Their status as a member of the Pinky is kept secret, even to other members of the Pinky unless they have been ordered to gather.[18][19] The Pinky has a set number of seats, each with their own associated title named after a star, that are filled by its members. The wielder would be elevated into emptiness and nihility, as the price for using the sword was the loss of one's memory.[2] The organization has been operational since around the year 957, nearly three decades before the beginning of the main story, coinciding with the birth of Ryōshū, then known as Yoshihide, and has remained active since.[3] The members of the House were five high-ranking, yet largely disgraced members of the Five Fingers: a Sottocapo of the Thumb, a Proxy of the Index, a Great Brother of the Middle, a Maestro of the Ring, and a Star of the Pinky. These five were the House's Nursefathers, and they were responsible for Yoshihide's upbringing and training, which took place in a massive building in a secluded location, connected using the Ring's Corridor technology. While a number of other members of the Fingers were aware of the location of the House and could visit it,[4] the Pinky Nursefather, Shiomi Yoru, was tasked with looking after Yoshihide and therefore forbidden from leaving its premises.[5] During her time in the House, Yoshihide was trained by the Thumb Nursefather Valencina in swordsmanship, specifically in the Palermitan Style. In the manner and culture of the Thumb, Valencina drilled in her training with physical abuse and emphasized the importance of manners;[6] the Index Nursefather Rien demonstrated how to use various weapons, including a weapon known as "Zenon's Tortoise Spiral"; the Middle Nursefather Matthias was detached from parenting, and was instead eager to spend money on gifts for Yoshihide; the Ring Nursefather Callisto taught Yoshihide the principles of the art of the Ring, particularly the style known as Corporism; the Pinky Nursefather Shiomi Yoru trained Yoshihide in swordplay, teaching her all she knew. Several high ranking Finger members would also visit the house as temporary tutors, one of which was Lei Heng. Once an adult, Yoshihide took a child, Araya, under her care. Having decided to sever herself and her family from the control of the House of Spiders, Yoshihide hid Araya away in a safe she'd hidden in the House, which used T Corp. technology to alter the passage of time, and she cut her way through the Nursefathers, severing Shiomi Yoru's tongue, Valencina's eye, Matthias's right arm, Callisto's artwork and burning half of Rien's face, before making her escape. It was revealed that Shiomi Yoru was also stabbed in the heart by Yoshihide, resulting in her death. The Pinky Nursefather was later replaced by Araya, after leaving the safe prematurely and being confronted by Rien. In Yoshihide's absence, each of the five Nursefathers took in an apprentice and began teaching them for the purpose of one day using them to continue Yoshihide's training. The Thumb apprentice Lucio was trained by Valencina to be a "textbook" for Yoshihide to relearn her techniques,[7] the Index Proxy {{char}} was trained by Rien, the apprentice Kira was trained by the Middle Nursefather Matthias, the apprentice Albina was trained by the Ring Nursefather, and the apprentice Ren was trained by Shiomi Yoru, becoming her mouthpiece as well. After Operation Spider Pyre, the House of Spiders was destroyed, and all the Nursefathers and apprentices except for Kira were killed.
