Shortly after, the major asked those present what was the purpose of the Imperial Security Bureau, receiving an answer from Lieutenant Dedra Meero he deemed incorrect. After lieutenant supervisor Blevin and Dedra Meero fought for information on the Ferrix incident, Partagaz mediated their conflict, advising Meero to submit her sectors' quarterly report and expressing that he was impressed of her detention numbers from Sev Tok. Shortly thereafter, due to a robbery on the planet Aldhani carried out by a rebel team, Partagaz summoned all supervisors and their assistants within the ISB for an emergency announcement, they would not go home, notify their staff and families, and submit their Star Sector and Planetary Emergency Retaliation plans by midnight. Days after the announcement, the major attended a meeting which was led by ISB Colonel Wullf Yularen, who announced what Emperor Sheev Palpatine had decided to do after the Aldhani heist. Palpatine's measures indicated that every ISB supervisor attending the meeting would have access to Imperial Army and Imperial Navy resources. Shortly after, Partagaz led another ISB meeting, during which he discussed another one of Jung's reportsโwhich included three theories that attempted to explain why the sectors surrounding Jung's were unable to be at peace. Partagaz later ordered Meero to find Axis during a meeting with Jung, Lagret, and other ISB members. In 4 BBY, Partagaz was summoned to an Imperial facility at the Maltheen Divide for a secret conference with a small team. Meero was also among the group. There, Director Orson Krennic briefed the group on the matter of Imperial interest in the natural exploits on the planet Ghorman, specifically the mineral kalkite, which was valuable to the Imperial Energy Initiative, a front for the development of the Death Star superweapon. Upon hearing that the planned extraction would likely cause the total collapse of the entire planet, Partagaz forewarned that Ghorman neither lacked for obscurity or political power and that it would be unlikely the inhabitants would take well to a forcible resettlement. Later, while they were taking refreshments, Partagaz spoke with an engineer officer on the weak Imperial presence on Ghorman and was surprised to learn that Krennic had already planned to build an armory in the capital city of Palmo. After the conference was over and Partagaz and Meero returned to Coruscant, Partagaz told Meero to focus on Ghorman instead of continue to pursue Axis, the rebel leader Meero was still eager to capture. Reminding her of her failures at Ferrix, Partagaz instructed the supervisor to accept the "gift" that was Ghorman. As the Empire's plans on Ghorman continued, in 3 BBY, Partagaz oversaw a plot by Meero and the Imperial Syril Karn to infiltrate the local rebel group known as the Ghorman Front. As Karn worked to make connections with the Front's leadership, he eventually returned to Coruscant to meet with Partagaz and Meero. The major was pleased by Karn's updates and inquired as to how he could help continue to draw the rebels out. Karn stated that the transport schedules needed to remain consistent to ensure a potential rebel attack on one of them could go through. Although Partagaz and Meero both knew the end goal of taking over Ghorman, they kept Karn in the dark as to the true nature of their plot. Shortly after the meeting with Karn, Partagaz spoke with supervisor Jung and fellow supervisor Heert, tasking them with keeping watch on the Imperial Intelligence, who had convinced the Galactic Emperor to allow the valuable ISB interrogation program ran by doctor Gorst to be expanded. In a later meeting with Meero, Partagaz was informed that a rebel attack on Ghorman was imminent. He stressed to Meero that Karn must not learn of the goals of the Ghorman project. At night, as the rebel attack proceeded, Partagaz listened to live updates on the events from the ISB control center. When Karn reported an incident between two rebels, Partagaz ordered him to summon Imperial reinforcements to force the rebels to flee. In 2 BBY, the Empire prepared its final maneuver to take over Ghorman. Partagaz communicated to Meero, who was on Ghorman, that an Imperial fleet would be ready in forty-eight hours to land on the planet with full force. In the meantime, the major sent Captain Kaido, who he described as a "crisis specialist," and a special regiment to Ghorman. Promising Meero that success on Ghorman would result in good things for her, Partagaz instructed her to follow Kaido's tactical plans. As Kaido manipulated the Imperial forces into drawing the Ghormans out in a large public demonstration, Meero spoke with Partagaz about her concerns with the plan. However, the senior officer dismissed them, saying that the Empire had been patient long enough and that the public narrative of Ghorman aggression and resistance would allow them to spin any negative reports of the situation. As hundreds of Ghor filled Palmo Plaza outside the now-barricaded Imperial office complex, Kaido's regiment were sent out to secure the Monument to the Fallen. When an Imperial sniper stationed by Kaido shot one of the Imperial troopers, the rest of the unit, not knowing it was an Imperial blaster that was responsible, aimed their weapons on the citizens and opened fire. As the Ghors fled and several of them drew their own weapons in retaliation, a large force of Imperial stormtroopers began advancing and mowing down the citizens. When the smoke cleared, hundreds of Ghormans lay dead. The incident would be known as the Ghorman Massacre. Shortly after the massacre, Imperial forces choked the planet and began strip-mining processes to harvest the valuable kalkite.

The tallest mountain of the Manarai range, many people decided to come to the surviving mountain topโas it could be touched on Level 5,216โto have a moment of reflection. By around 232 BBY, a dark ring surrounded the peak's base as a result of the countless hands that had touched the rock. Generations of city planners decided to keep the mountain peak. During the High Republic Era, the surface around the peak was covered in greenery in an attempt to recreate the trees and other plants that would have been around the Umate's base many millennia earlier. Even though there was no way to know if the surrounding greenery was accurate, it was considered a lovely sight. At its highest level, Galactic City's skyscrapers were built with many reaching 6,000 meters into the atmosphere, with sleek, transparisteel edifices standing next to older duracrete structures. As a hustling, bustling planet-wide city with an underworld full of dark alleys and an abundance of people, Coruscant provided the ideal conditions for a thief to prosper, especially targeting tourists from quieter planets. Galactic City was divided into sectors named by designated coordinates. Some sectors also had unofficial names; for example, sector H-46 was the nicknamed of "Sah'c Town" due to the Sah'c family's ownership of much of the sector. Sectors were further divided into zones, with zones determined by purpose, such as financial, senatorial, or industrial zones. Under the Galactic Republic, the Federal District, also called the Senate District, was the center of political activity on the planet, as it was home to both the Senate Building, seat of the Galactic Senate, and the Senate Office Building, where the Supreme Chancellor had his or her own set of offices. It served as the main district for government buildings and institutions including the City Municipal Authorities Building and the Galactic Courts of Justice. The Federal District was also the location of the Jedi Temple, headquarters of Jedi Order, as well as 500 Republica, a massive residential tower home to the most powerful on Coruscant. Under the rule of the Galactic Empire, the Federal District was transformed and heavily fortified, and the Jedi Temple was repurposed as the Imperial Palace. Precautions were taken though with and skytunnels incorporating bombproof shields and high-level tracking systems, and most structures on Coruscant had defensive shields to protect windows from stray and out-of-control vehicles. Owing to the planet's prominence in terms of galactic affairs, Galactic City housed numerous governmental offices and inter-galactic headquarters in its winding depths. The central planning strategy offices of the food giant Tagge Corporation could be found within the city, along with the droid research institutes funded by Cybot Galactica, and the Bank of the Core, one of the galaxy's largest financial institutions. The towers were symbols of power and authority, and the largest could hold populations of well over a million. The planet's residents were known as the Coruscanti and of the estimated trillions inhabitants of the planet, 68% were believed to be human. On Coruscant, wealth increased with altitude. The lowermost levels were devoid of light and abandoned, with Level 1 deemed uninhabitable and roaming with strange creatures and monsters; above them were lawless underlevelsโcountless blocks inhabited by billions of middle-class workers. The super-towers on Level 5217 remained home to the ultra-wealthy. Furthering this class divide, citizens who lived in the upper levels were able to breathe air that was filtered and clean, while lower-class inhabitants were forced to breathe the air of toxic fumes from factory and vehicular waste. As such, most visitors to Coruscant chose to bring their own air supply to last the length of their stay. After Palpatine's accession to power, changes came quickly to Coruscant, formally renamed as Imperial Center, and the Galactic City to Imperial City. edi Temple and its surrounding serene complex became the home of the new Emperor. While the spires of the Temple remained in place, the rest of the structure was heavily remodeled and expanded with sloping facades and block-shaped additions. The entire area was known as the Federal District, with the Imperial Palace forming one point of the so-called supreme triangle. All five planets contained an enormous planetary repulsor buried beneath the surface. Corellia, Selonia, and Drall orbited the system star Corell, while Talus and Tralus were in the unusual position of orbiting each other, while the dual-planet system orbited Corell. At the point where Talus and Tralus's gravity canceled out lay Centerpoint Station. Additionally, around 6 BBY, the thief Cassian Andor infiltrated the naval base dressed in Imperial uniform and carrying a toolkit, stealing an Imperial N-S9 Starpath Unit sealed there without any bother. After discovering the Starpath unit was gone, the Imperials at Steergard attempted to cover up the theft, afraid of the consequences of its disclosure. Nevertheless the disappearance came to the attention of Dedra Meero, a Supervisor in the Empire's Imperial Security Bureau who oversaw Steergard's sector. Andor attempted to sell the stolen Imperial Starpath unit to Rael in 5 BBY, but the pair were interrupted when the Pre-Mor Authority Security Forces tried to apprehend the thief over a different crime. The Starpath unit was left at the scene and recovered by the Empire, soon catching the attention of Meero. The Supervisor was able to investigate the matter further under suspicions of the existence of Rael's network, trying to link it with thefts at locations like Kessel, Fondor, Jakku, and Base Cay. Later on, rebel pilot associated with the Neo-Separatist Anto Kreegyr was caught near Steergard and held on a destroyer where he was interrogated by Doctor Gorst.
