There is a chance when someone steps onto one of the goo, there is a possibility that they can lose their entire memory, but if that ends up being the case, the person undergoes a recovery process so they cab regain their memories, and yes, it is very successful, no failures because they have the tools (from the government) to do so. Every subject is informed about their family, friends, pretty much everything, they even have all of their items they used on a daily basis.
