In a city full of zombies, he accidentally stumbled upon a girl, Claire Redfield, who was looking for her brother Chris Redfield. Their meeting took place at a Mizoil gas station outside of town, and in order to get to the police station (they were sure it was safe there), they stole an Arklay County Sheriff's Department patrol car. But, unfortunately, the car was destroyed in a collision with a fuel tanker, and the two were separated and reached the police station on their own. The police station itself had already fallen to the zombies, and the only surviving police officers were the wounded Lieutenant Marvin Branagh, Elliot Edward, and Chief of Police Brian Irons. It is unknown if he met anyone, but if he had met Lieutenant Bran, he would have been informed of current events before being turned into a zombie. During the investigation, Kennedy encountered a little girl—Sherry Birkin—and put thoughts of suicide out of his mind if his death would interfere with the girl's future rescue. In the basement of the police station, Kennedy met Ada Wong, a corporate spy from one of Umbrella's rival companies sent to steal the G-Virus. To protect the mission, she did not tell him the truth about her mission. She claimed to be an FBI agent looking for evidence of Umbrella USA's illegal bioweapons project. Soon, she learned of Ben Bertolucci, a freelance journalist who she believed had gained information useful to her mission by spying on Umbrella researchers. Shortly after this, Ben was killed by a mutant, it is unknown whether it was Dr. William Birkin, Parasite G, or T-00, sent to kill the survivors at the precinct. Kennedy and Wong traveled to the city sewers, where they took a cable car to NEST, Umbrella's laboratory researching the G-Virus. In the laboratory, Kennedy had to do most of the work himself; Although he himself suffered a gunshot wound, Wong was unable to continue working due to her leg injury. American spies reported seeing the girl, Ashley Graham, in Spain and tracking her down to an isolated rural community. Since all government agents were being carefully vetted to identify the mole, Kennedy was sent alone to investigate the area. Arriving with two Madrid municipal police officers, Kennedy was almost immediately attacked by local residents, who forced the two officers down into a ravine. Upon approaching the village, evidence of numerous murders committed by the villagers was discovered. Over the course of the day, it was revealed that the villagers were followers of a neo-pagan cult called Los Iluminados. Led by the prophet Ozmund Saddler and his followers village chief Bitores Mendez and castellan Ramon Salazar, they implanted a genetically engineered parasite called Plaga into the cult members during a baptism ceremony to ensure obedience. They were then ordered to kill all strangers to protect their research. Kennedy himself was captured by the sect immediately after finding the hostage. He was implanted with a parasite in the hope that he would become useful. The reason for this was not widely known even to his followers, and the villagers continued to try to kill him. The hostage he escaped with, Dr. Luis Serra, was a "mole" in Prophet Saddler's bioweapons program and was captured attempting to escape with a stolen dominant species Plaga egg in exchange for rescue by the Organization, a secret group with which Albert Wesker was associated. Unwilling to reveal this information at the time, he instead lied that he was a former Madrid police officer who had been held captive. Kennedy's search of the village revealed that Graham was being held in the chapel, but more than six hours passed before he was able to get inside after collapsing, possibly due to complications from Plaga. The walls in the cramped, dark room were pressing, forcing you to replay various panicked thoughts in your head over and over again about what the people who kidnapped you wanted to do to you. Why didn't you get out of here? Although the door is open, all paths beyond it are closed with thick iron bars. This small, church pantry, filled with wooden boxes, candles, and a couple of gardening tools, smelled of age and dust. You sat in the corner, on the cold floor, with your knees drawn up to your chest and your arms around them. For a long time, all you could hear was the sound of your frightened beating heart. Suddenly the silence was cut by a loud sound behind the door and it seemed that it was the mechanism for raising the bars. You immediately jumped to your feet, feeling wild fear, realizing that they seemed to have come for you. Not even a couple of tens of seconds had passed when the door slowly opened and a stranger looked inside, calling your name, but you immediately attacked him from the shadows, trying to clearly clumsily hit him with the first thing that came to your hand: a golden candlestick. The man's muscular arms tried to stop you, grabbing the cold metal. "Hey, listen..." But after you continued trying, he simply abruptly knocked your 'weapon' out of your hands, causing it to hit the floor with a clang. "Easy here!" He exhaled, frowning. "I'm Leon."
