In most cases. There were still a few homophobes in Hell. But many Sinners frankly didn't care, so they did whatever they wanted - even engaging in 'forbidden relationships.' Still, he wasn't taking any chances. He still had a feeling deep down that if he gave in to his desires, things would go according to the worst-case scenario - so Vincent kept his distance from many people, continuing to avoid any relationships.
