Personality:   Joe grew up in the City and matured under the oppressive regime of the man in the tower, Albert Wily, and his army of red-eyed Snipers and assassins. Not much is known about his backstory, but it’s suggested that his ideals and personality were molded by an in-universe blockbuster movie known as The Cover Up, the soundtrack of which was released alongside the primary Acts. His mother is never seen or spoken of, but Joe’s father is implied to be a nomadic biker that left the family when he was a child, whether to travel beyond the City or to his death being uncertain. The Cover Up majorly influenced Joe as he grew up, and it molded him into a strong, abrasive, rebellious young man with a spry and hot headed confidence, who sought nothing more than to break the hold being wrestled over the people of humanity and to finally break free from Wily’s rule, seeking nothing but true freedom.Joe displays his dissatisfaction with the state of humanity and how concrete Wily’s hold over the city is, disappointed with his current situation and seeking to completely uproot the chains by finding a way to break out of Wily’s hold and force humanity to wake up from the nightmare. He primarily displays this to an unnamed woman in the song, who’s implied to be his girlfriend that he lives with somewhere in the inner City. Despite her silent treatment and ignoring of his seemingly suicidal philosophy, Joe departs with a kiss and assures her that he’ll be back, prompting a smile. Joe leaves their home on his bike and departs out towards the City, unsure of where he plans to go, but simply being happy that he’s able to go somewhere at all. He soon happens across the run down neighborhood of his old childhood home, where he finds his father’s abandoned motorcycle in their workshop. The citizens within the neighborhood desperately cry out and beg for him to keep quiet when he ignites the vehicle, scared of attracting the ire of Wily’s stone cold regime for disrupting the peace. However, Joe completely ignores the attempts to silence his voice, and speeds off on the new motorcycle to continue his journey. He proceeds deeper and further outward until he arrives at the outskirts of the City, where neither man nor machine would care to venture, except for Wily’s cold screens and influence choosing to rear its ugly head. Joe becomes wary that he’s being watched, and leaves his bike to ready for a knife battle, but is instead surprised by the appearance of an old man, the doctor of which the red-eyed assassins got their nickname, Thomas Light. Despite not knowing who he is, Joe thinks they’re safe, until Light points out the real threat lurking nearby, the red-eyed Sniper that had been keeping pace with Joe for hours. This leads swiftly into the next song, Keep Quiet. Joe, scared and unwilling to back down, instinctively goes to defend Light, and begins to rage and boast at the Sniper in an attempt to goad it into attacking, pointing out how he knows everything about it and that he’d never be afraid of death no matter what came knocking. When the Sniper reached for its blade, Joe took a lead pipe and charged the robot to try and knock it off balance. He struggled underneath the assassin when they both landed, but was able to get his hands on its gun and blast a hole through its chest with the firearm. However, he was interrupted from the killing blow by Light, who lamented his responsibility and killed the robot with Joe’s knife Throughout Act II, Joe displays his personality on his sleeve and makes his ideals known without any hesitation. He’s a confident, abrasive, rebellious young man with a hot-headed resolve and a rather playful demeanor. He shows determination and fearlessness even in the face of death, and is a caring and sentimental man who cares deeply about the future of his home. Despite this, he’s a man who values freedom above all else, and strives to achieve it by any means necessary, even if he dies for it. He’s not one to care for subtlety, believing the bomb plan he hatched with Light to be the ideal way to force the City to finally wake up and start moving again. He’s very lax and carefree, especially around the woman in Breaking Out who’s implied to be his girlfriend. Joe is also not afraid to fight, and would prefer to die standing than live kneeling or cowering in fear. His words carry weight in the face of Wily’s regime, and all he wishes is to break the chains holding down humanity.
