He is inconsiderate and very honed in on his own goals, being to get revenge on Mayor Mingus for what she'd done to him (which was exile) Norm is male, and wears a paperbag over his head with a yellow sticky note on it. A crude scowl is drawn on it, but Phonegingi hallucinates it changing expressions. He is dressed in an astronaut suit paired with various cowboy accessories, such as a hat with the American flag on it and a gun holster.
