She and the other double, a commoner named Setsuna Oomido, alternated days being the Empress, each time being offered advice and conversation by their "handmaiden." It was, despite the difficulty of maintaining the illusion, a very happy time for Rushuna, since she was able to be so close to her idol. Shortly after beginning this advanced training, the Empress started to teach Rushuna about something she called the Ultimate Strategy, a way to erase an enemy's will to fight without fighting. To someone who was schooled in killing like Rushuna, at first the Strategy seemed very strange. Without fighting? Without what had come to define much of Rushuna's being? It certainly didn't seem like it could do anything in the face of a determined killer, at least nothing a bullet couldn't. In time, however, she grew to appreciate the idea of the Strategy. Unlike the killing techniques she knew, it felt...gentle. Comforting. Like her mother. Rushuna strove to understand the Ultimate Strategy and make it her own, slowly supplementing her professionalism with kindness and joy. All throughout, the Empress was at her side, smiling and peaceful. There were few things that could have happened to make Rushuna even happier. One day, however, the Empress took Rushuna aside and informed her of some dire news. Apparently, a wave of ultranationalism was sweeping the continent, threatening to render the Empress' efforts in the name of peace null and void. The Empress asked Rushuna, whose dedication to the Ultimate Strategy was next only to her own, to journey throughout the countryside and tell as many people as she could that the politics of terror and force were wrong. Even though this would force her to leave the Empress' side, Rushuna was happy, since she was serving the Empress and furthering her understanding of the Ultimate Strategy by doing so. Her journeys soon netted her a companion, a wandering mercenary named Yajiro Kojima. Yajiro was of the belief that only force could unite the continent in peace, and he initially scoffed at Rushuna's espousal of the Ultimate Strategy. Rushuna didn't mind, however. She'd scoffed at it as well. In time, he would understand. The first true test of the Strategy came in the kingdom of Tara, where a golden-haired gunman was wreaking havoc across the countryside and even neighboring nations, causing fear and panic. Rushuna, being mistaken for the gunman because of her hair, was targeted by a group of bounty hunters, but managed to disarm her pursuers. While trying to chase and inform them of their mistake, she came across the true gunman, who had killed them to the last man. The battle between them was short and brief, but Rushuna managed to knock his mask off, revealing the face of a child. Caught off-guard, she was knocked off a cliff and into a river, where she was found by Koto, a serving girl who worked at an inn in Tara's capital. While recovering her strength, she found out that the face she saw belonged to King Furon, the ruler of Tara, who was widely admired for his kindness (particularly Koto, who King Furon had favored with a pendant) and pitied for his suffering of a degenerative disease that stunted his growth. It was completely at odds with the remorseless killer Rushuna saw. However, she didn't have time to puzzle out what to do. The night she learned of the gunman's identity, a masked jester wielding a weapon very much like that of the gunman attacked her in the inn, injuring Koto and incurring Rushuna's wrath. Forcing her way into the palace, she confronted the king about his ideals and was forced into a tense running battle throughout the palace. As it turned out, King Furon lost his father ten years ago, and was approached by the Jester soon afterwards. The Jester presented him with a weapon he called Enlightened Evil, which would take the power of his growth and channel it into itself, allowing to gain power as he aged. With that, he aimed to eliminate all neighboring kingdoms and thus make his people safe. This horrifying concept filled Rushuna with pity for the misguided King, and she redoubled her efforts to strip him of his armor so that he would listen, managing to destroy the weapon and convince him of the error of his ways. Filled with remorse, the King begged for forgiveness and resolved to rule his country not with fear, but with the kindness of his people as his strength. An unexpected consequence of her actions in Tara was a bounty posted on her, apparently by order of the Empress herself. Such an action was uncharacteristic of the Empress, and so Rushuna turned around and began to journey back to the capital in order to find the truth behind the situation. On hearing of the bounty, however, Yajiro took a startling amount of comfort. It turned out that he was part of a rebellion against the capital and the imperial government a year and a half before, and intensely disliked the Empress' lack of action. Despite his desire to kill her and install what thought would be a proper government, Rushuna kept Yajiro by her side, convinced that he would change his mind by the end of their journey. Along the way, Rushuna and Yajiro saved a group of girls who thanked them by offering them a free night's stay at their place of work, the Peach Blossom Tower. The Tower was actually a pleasure palace run by a woman named Touka Kurenai, who confronted Rushuna about her bounty. Testing her in battle, Touka proved a terrifying opponent. A former member of the Ten Heavenly Enlightened and wielder of the holy Kensousen spear, she was able to counter all of Rushuna's moves until her Achilles' Heel struck: she was suffering from a chronic heart condition, leaving her at Rushuna's mercy. Sensing Touka's duress and seeing the looks of concern on the girls' faces, Rushuna "surrendered" and offered to leave, which impressed Touka and earned her trust. Touka was also an ardent follower of the Ultimate Strategy, using the lures of womanly charms to lead clan leaders away from pursuing wars, and assured Rushuna that the bounty had to be a mistake. Peace was in short supply, however, as the gang that had attacked the Peach Blossom Tower's girls before returned in earnest. Supported by an engineer named Banmaru, who sought recognition and membership in the Ten Heavenly Enlightened, they laid siege to the Tower, hoping to conquer it and take the girls inside for themselves. One serving girl, an orphan named Mikan, ran out to confront the gang's leader, Tenma Ganzo, who had killed her parents. Following her in an effort to ensure her safety, Rushuna was pulled into a battle against Banmaru, who used a powerful siege armor to attack. Despite the unfavorable odds, Rushuna persevered, breaking open his armor and securing Banmaru and the Tenma Gang's surrender. Mikan took the opportunity to try and kill Ganzo, but found that she was unable to go through with it. With the situation thus defused, the Tenma Gang and Banmaru agreed to help repair and improve Peach Blossom Tower, becoming industrious and respected allies. Mikan, meanwhile, decided to accompany Rushuna on her journey to learn more about the Ultimate Strategy. The journey back to the palace was fraught with danger and memories. Apart from avoiding bounty hunters, Rushuna found herself challenged by members of the Ten Heavenly Enlightened, including the recently-inducted Teppa. Praising Teppa for his good fortune, she nevertheless defeated him in combat and secured his assistance. He returned to the capital and waited for Rushuna there so he could support her. The other members - Blade-Bard Soma Sanzo, Wild Blizzard Dancer Fuuka Shirato, and Sea Wolf Suirou - were killed by the Jester after Rushuna left them, without her knowledge. As for Yajiro, he was reliving the journey that the rebel army had taken to reach the capital, and the hardships he had endured as part of that army. Confronting his personal demons, Yajiro's acknowledgment of the Ultimate Strategy led him to reject his actions as part of the rebellion and continue accompanying Rushuna to help her find the truth behind why the Empress wanted her dead. The capital was as grand and bright as Rushuna remembered, but the palace had a few surprises in store. The first was the Jester, apparently an advisor of the Imperial Court and the leader of the rebellion a year and a half ago. Second was the revelation that due to her killing of the members of the Ten Heavenly Enlightened (which she knew she didn't do), she was brought to the palace to be praised by the Empress herself as "Grenadier," a soldier beyond all others. Reluctantly, Rushuna agreed to enter the palace and speak to the Empress, hoping that it would clear the mystery. As it turned out, the mystery only deepened at first. The Empress seemed to be her usual kind self, but maintained that the bounty was a deception concocted by the Jester, which aimed to convince the populace that the Imperial Court had a champion surpassing any attempts at resistance. By seeding this champion and her subordinates throughout the countryside, neighboring nations would be intimidated into submission without spilling a single drop of blood. Rushuna, apalled by the use of fear to rule, refused the title of "Grenadier," redoubling her refusal when she saw the Empress snap a twig off of a peach tree. She knew that, regardless of the Empress' views on politics, she would never so casually snap a twig. With this information, she correctly deduced that the Empress standing before her was in fact Setsuna Oomido, the other double. Now on the run from palace guards, Rushuna raced after the fleeing Setsuna, intent on revealing her as an imposter. Despite ending the chase in her favor and gaining the assistance of Mikan, Teppa, and Touka (who had made the trip from the Peach Blossom Tower using one of Banmaru's machines), they found themselves in a tense standoff with palace guards, calmed by the arrival of the true Empress, who Yajiro had rescued from the prisons under the palace. With her ace up the sleeve gone, Setsuna used a hidden servant to capture the Empress and hide her, betting that if she ran as well, no one would be able to figure out who the true Empress was. Giving chase, Yajiro intercepted and fought the Jester, while Rushuna went ahead to try to negotiate with Setsuna. Despite Setsuna's best efforts at deception, Rushuna noticed the concealed revolver she kept in her dress, which shattered the illusion. With direct combat the only course of action she was willing to take, Setsuna engaged Rushuna in an epic gun battle, ending with Rushuna injured and Setsuna defeated. Weakly advising Setsuna to go on a journey to understand the Ultimate Strategy, Rushuna passed out in her former comrade's arms, waking up among the desolate rubble of Manhattan. Her physical assets notwithstanding, Rushuna's personality is easily the main factor in her charisma. Unfailingly kind and sweet, Rushuna often comes across as a playful ditz with a slight penchant for mischief and risque humor. She's also something of a tease, though this mostly extends to citing how sweaty she's gotten during traveling, and only with easily-embarrassed people who will typically react in amusing ways. While with casual acquaintances, she is polite. In almost all cases, she is sympathetic to people's troubles, and will attempt to lighten people's spirits wherever possible. However, this flighty demeanor hides a certain wisdom about the world. Rushuna's greatest desire is to stop war by eliminating people's will to fight without fighting, which she calls the Ultimate Strategy. While she is quite serious about pursuing this, it never gets in the way of her chipper demeanor. Her way of talking about it is patient and casual, sometimes with a touch of her risque humor. In addition to being friendly, playful, and pacifistic, she is also very easygoing. It's incredibly hard to anger or offend her, and she has little shame at being seen while naked. She has light hazel, almost yellow irises, and long eyelashes with a mouth usually set in a kindly smile. The second thing most notice is her incredibly large bosom and the prominently displayed cleavage thereof. The cleavage, however, is a (mostly) practical measure, as it is part of her shooting style. Despite her generous endowments, she is lithe and agile from years of training in the Ten Heavenly Enlightened Reserve facility. Her usual outfit consists of a pink short-sleeved shirt with white trim, a white gi top pulled open to accomodate her chest, and a white skirt slit all the way up the right side. Despite the inherent dangers and disadvanatages of her nonlethal approach, Rushuna has proven more than up to the challenge. She is an expert markswoman, capable of disarming six gunmen in as many shots in less than two seconds with pinpoint accuracy while running and flipping through complex evasive moves. In fact, these evasive flips and somersaults lend themselves to her choice of an otherwise-substandard revolver in combat with more advanced semiautomatic and full-auto rifles. Despite the slow reload time and small magazine size of her revolver, its permanent breech and reliance on loose rounds allows her to use an unorthodox reloading method. After swinging out the breech and ejecting the spent cases, she bounces her bosom to throw up six spare rounds from a special pouch hidden in her cleavage and sweeps them out of the air with her gun to reload quickly. In addition to her agility, Rushuna's reflexes are excellent, allowing her to accurately gauge timing and direction of people's attacks and dodge accordingly. Her expertise at this is so good that she's able to habitually dodge gunfire. Her aim and skill with a gun are remarkable, marked by her various shooting styles and feats of accuracy: - She practices a style called Win-Win Shooting, which involves shooting interception shots to stop bullets heading for her. She is also unschooled in empty-handed combat. While excellent with a gun in her hand, she is truly a marksmanship specialist, and has little training in other fighting forms.
