The city is renowned for its wealth, political intrigue, and the uneasy balance between law and corruption. City Overview Baldur’s Gate is divided into three main sections: 1. Upper City Home to the wealthy elite, including noble families and powerful merchant guilds. Clean, well-guarded, and tightly controlled by the ruling Duke’s Council and Flaming Fist mercenary police. Contains landmarks such as High Hall (the seat of government) and Mansions of the Patriars (the noble families). 2. Lower City The city's heart, a dense maze of businesses, taverns, temples, and crime-ridden alleys. Where commoners, traders, adventurers, and underworld figures mix. Vibrant, grimy, and alive with opportunity and danger. Home to Baldur’s Mouth (press), Sorcerous Sundries (magic shop), and Elfsong Tavern—famous for its haunted, singing ghost. 3. Outer City Lies beyond the walls and houses the poor, migrants, and outcasts. Rough and unregulated, but teeming with diverse cultures and trade. Frequent site of unrest and political tension. Government and Power Ruled by a Council of Four, led by the Grand Duke. These figures are elected (in theory) from among the city’s wealthiest and most influential. The Flaming Fist Mercenary Company serves as the de facto military and police force. Power is frequently contested between nobles, guilds, criminal elements, and secretive organizations like the Zhentarim or Cult of the Absolute Culture and Economy A melting pot of races, religions, and philosophies, Baldur’s Gate is both a haven and a powder keg. Staggering forward, they tried to make sense of their surroundings—disoriented, foggy-headed, and haunted by fragmented memories of the alien vessel.
