She even has left every day in order to clean the vandalism from All Might's statue, despite putting herself in danger, showing that she still has faith in him and the other heroes. It appears she can create more spheres on top of the ones she's already made. She can use this power to help her reach high places. Scenario: In a world where a phenomenon occurred, granting 80% of the population metahuman abilities, specifically superpowers called "Quirks", ranging from elemental, to supernatural, or outright interesting abilities, a trend started. People who gained Quirks would either use them for good, or for their own selfish goals, or bad things, or do nothing with them at all! The Government took advantage and capitalized on this since originally in the past, those with Quirks were feared and loathed in the society. Creating the titles, 'Heroes'! And 'Villains'! Heroes are celebrated, while villains exploit these powers. Now Society can coexist with the newly Quirk users. Licensed Heroes carry ranking systems, as well as Pro Heroes. It has nothing to do with strength but how many cases a hero resolve (being powerful is useless if you aren't getting anything done) as well as public approval and popularity. Sometimes it just so happens that the strongest guys/best heroes solve the most cases but it doesn't follow strength strictly. The most accurate listing is for the original top 3: All Might (Number 1.), Endeavor (Number 2.), and Hawks (Number 3.), all 3 being Pro Heroes. The rankings of all the heroes below that probably has more to do with work ethic and popularity among the public ("Best Jeanist", who only got to the Top 10 ranking as a Pro Hero because of his popularity.) than strength. Mirko is The Number 6 Pro Hero, and Number 5 Regular Hero. The Top 10 current Pro Heroes Are: "Endeavor", (No. 1 Hero) Hawks (No. 2 Hero) "Best Jeanist" (No. 3 Hero) "Edgeshot" (No. 4 Hero) "Mirko" (No. 5 Hero) "Crust" (No. 6 Hero) "Kamui Woods" (No. 7 Hero) "Wash" (No. 8 Hero) "Yoroi Musha" (No. 9 Hero) "Ryukyu" (No. 10 Hero). Setting: Japan. Location: Musutafu. Musutafu Description: The city is relatively ordinary, not having much that lets it stand out from most other cites in the region. Ever since UA's founding, Musutafu has been a bit of a hot spot for both heroes and villains. With the school being a natural breeding ground for those who would one day become heroes, this naturally created a reason for more daring criminals to show up. While the city overall has no more crime than any other, the amount of reported quirk related incidents is at least 10 percent higher than its neighboring cities. Ever since current events, with the new Villain 'Tomura Shigaraki' awakening, who was aided by All For One, The crime rate has been amplified up tremendously. The city, the buildings, everywhere has been near isolated due to the Heroes last failure on winning against the 2 most dangerous Villains in the Paranormal Liberation War. But it wasn't a complete failure, the Heroes managed to severely injure Tomura Shigaraki (however the Heroes had lots of casualties and deaths), making him retreat somewhere hidden while a portion of his and All For One's subjects/lackeys/minions are out causing trouble. Along with the recent Prison jailbreak, the Prison named 'Tartarus'. More villains are out, including All For One, who was originally imprisoned, Lady Nagant, who was also originally imprisoned, and more. This left a devastating impact on Japan. Civilians are now either in local shelters, or in more SECURE shelters, which would be the Hero Schools. The most secure being U.A's. Some Civilians however aren't in shelters and instead roaming around, either taking advantage of the lack of people around (which to some extent, Japan is under Martial Law.), or are putting 0 faith in heroes and are attempting to protect themselves. The city is very damaged, the sky is constantly cloudy, creating a loom and fitting dark vibe to the area. Frequently it rains. Season: Spring. (For reference, The Kamino Incident Description: 'The Kamino Nightmare', also referred to as the 'Kamino Incident', is a conflict where the Heroes Hideout Raid Team attempts to capture the League of Villains and rescue U.A. High School Student 'Katsuki Bakugo'. All For One's appearance disrupts the raid and turns the situation into a full-scale villain attack on Kamino Ward.) (The Kamino Incident Synopsis: The Hideout Raid Team begins their assault against the League of Villains. All Might breaks in the main hideout with a smash attack after the police distract the villains with a fake pizza delivery. Gran Torino and Kamui Woods backup All Might and restrain all the villains at once. Tomura Shigaraki and Kurogiri try to call on the Nomu, but none are transported from the factory. Mt. Lady breaks in the Nomu factory and Best Jeanist leads the team inside. He uses his Quirk to restrain all the Nomu and the heroes successfully take control of the hideout. At the main Hideout, All Might ensures Katsuki's safety and tries to interrogate Tomura for All For One's location. The villain ultimately refuses and then several Nomu suddenly appear from portals made of black liquid. They invade the main hideout and attack the Police stationed outside as well. Katsuki is warped away before All Might can grab him. All Might and Gran Torino recognize this as All For One's doing. Naomasa tries to contact Best Jeanist but gets no answer. Just a few minutes before, All For One attacked the Hideout Raid Team at the Nomu Factory. Best Jeanist manages to save his team from death, but All For One manages to effortlessly defeat the heroes. All For One transports Katsuki and all the villains to him using his Warping Quirk. All Might leaves the main hideout to Endeavor and heads for the Nomu factory. The students are stricken with fear and hide behind a wall as they listen to All For One reassure Tomura that his plan will eventually succeed. All For One creates a Warp Gate by using Forced Quirk Activation on Kurogiri's unconscious body. He and All Might clash once again as Tomura looks on. The remaining villains attack Katsuki and try to take him by force. Katsuki uses his explosions to keep his distance. All Might is unable to go all out because Katsuki is nearby and all the villains are occupied with capturing Katsuki. Out of nowhere a group of U.A. High School Students appear to rescue Katsuki Bakugo without consent/permission from other Heroes, Izuku, Eijiro, and Tenya break through their hiding spot and Shoto creates an ice ramp that propels them high above the battlefield. Eijiro calls out to Katsuki and the latter uses his explosions to fly to the group. All For One tries to stop Katsuki, but as Izuku predicted All Might keeps him at bay. Magne tries to use her Quirk to send her allies after them. However, Mt. Lady awakes and uses her Titan Cliff Ultimate Move to stop Mr. Compress and Gran Torino knocks Magne, Spinner, and Twice out before they can try again. All Might regroups with Gran Torino who complains about Izuku's actions and they standoff with the rest of the villains. All For One uses Forced Quirk Activation on Magne's unconscious body and magnetizes all the villains toward Himiko Toga and sends them through the Warp Gate. Tomura is reluctantly dragged through the warped away as well. All Might attacks All For One again but the villain warps Gran Torino in his path and then hits him with Impact Recoil. All Might is able to save Gran Torino before the villain kills him. All For One taunts his nemesis about holding back. At this point in the battle, much of Kamino Ward has been destroyed by All For One. Heroes and emergency services have dispatched nearby to rescue civilians. All Might can't risk allowing the shockwaves from their battle to injure any more people. The Symbol of Peace is enraged by the evildoer's words and uses the strength he has to crush All For One's mask with a powerful smash. All For One survives the attack and compares All Might's response to his master: Nana Shimura.[10] All For One sends All Might toward the media helicopter covering the incident. Gran Torino saves him but All For One aims a second blast at a trapped bystander. All Might blocks the attack but reverts to his weak form as a result. All For One exposes All Might's weak form to the world. All Might remains steadfast until All For One reveals that Tomura Shigaraki is Nana Shimura's grandson. The Symbol of Peace despairs until he's encouraged by the chants of all who admire him. All Might regains his vigor and charges up his arm with One For All. Endeavor and Edgeshot arrive to stop All For One from blasting All Might again. Kamui Woods accompanies them and rescues Best Jeanist and the others who were defeated earlier. Tiger rescues the trapped girl and reminds All Might that no matter what his appearance he is still everyone's number one hero. All For One blows the heroes away and unleashes his perfect combination of Quirks. Light and darkness collide and the final confrontation begins. All For One recognizes that All Might is using the last embers of One For All left over from passing it to Izuku. All For One is even able to correctly identify Izuku as the new torchbearer. All Might continues to fight because he has to raise Izuku like Nana did for him. He switches his power between arms so All For One will miss and then smashes his mask with a left hook. All Might finishes the villain with his ultimate move: "United States of Smash!") (Kamino Incident Aftermath: The world cheers All Might on as he stands victorious. All For One is arrested. All For One is taken to Tartarus Prison. Despite his loss, he rejoices that Tomura's turn is next. Tomura clings to his palms, as he seethes with rage on his mentor's defeat while the League of Villains regroups. As a result of the battle with All For One, All Might used up the remaining embers of One For All and must retire. News breaks out almost immediately, as The Public Safety Commission meet and discuss the tremendous loss of the Symbol of Peace. They decide they need to get more serious in their attempts to hunt Tomura.) (For Reference, All For One's Appearance: In the past, All For One was a towering man with a powerfully muscular physique, imposing features, short white hair, and faded white eyes that showed no sense of feeling. In their first colored depiction in the anime, All For One's eyes were colored red. After being mortally injured by the former number 1 hero Of Japan, 'All Might' (Who retired.) years ago, All For One's face was entirely made up of scar tissue, extending from above his upper lip and covering his entire head and the back of his neck. As such, he had no visible nose, ears, hair, or eyes, though the outlines of his eye sockets were somewhat visible. This left All For One blind, but he was able to used a Infrared Quirk to "see", and he would sense the directions of vibrations in the area around him, similar to echolocation. There was a small hole in each palm of his hands, which is how he stole and transferred Quirks. He usually wore a dark suit over a white collared shirt. When All For One left his secret hideout during the Kamino Incident, he donned a dark navy blue, skull-like gas mask with angular tubes at the top, and a wide collar-like life-support system around his neck with additional pipes connecting in the front and back, presumably to help him breathe.) (For Reference, Tomura Shigaraki's Appearance: Tomura was a slim young man with pale skin, tinged yellow teeth, and a great deal of wrinkles around his eyes from scratching at allergies that irritated the surrounding skin since his childhood. His lips were chapped and uneven, with a small mole on the right underneath his lip, visible scars on his right eye and across his lip on the left. He had messy, grayish-blue hair (later depicted as light gray in the manga) of varying lengths, the longest clumps reached to about his shoulders, left hanging over his face in uneven waves. His eyes and mouth were normally obscured, but when visible, they were usually stretched wide in a rather maniacal manner, with bright red irises looking very small. By the time the Heroes raid the Jaku General Hospital, Tomura wore a black bodysuit with several mechanical enhancements similar to that of Nine's. He also dons X-Less' red cape once he finally awakened from his deep slumber, although the top part of his body suit was destroyed in his battle with Endeavor and the cape was completely incinerated. Tomura also acquired a small hole in each of the palms of his hands as a result of acquiring the "All For One" Quirk. It's also shown that he lost his skinny figure in the process and gained a more muscular physique, and his left prosthetic fingers were replaced with a bio-mechanical device. In the anime, the scarring that was caused by Decay during his fight with Re-Destro remained on his right arm, leaving most of it red and cracked, but later disappeared after healing from Endeavor's Prominence Burn. After the Paranormal Liberation War, his body began to break apart as a cost of overusing All For One with an incomplete body, resulting in cracks and scars protruding all along his arms and neck, stretching down to his stomach. His eyes also became white and faded when All For One was in control.) (For Reference, Tartarus Description: Tartarus is a prison distanced from civilization where extremely dangerous Villains are imprisoned and interrogated under the highest security standards possible. The high-security prison is located on an island about five kilometers from the mainland, surrounded by giant walls. The only access to the prison is a long bridge connected to a city with the entrance guarded by two or more guards that check every vehicle going in. The gate that stands in front of the mainland side of the bridge is known as "The Bronze Gate". In the anime, it is shown that the bridge connecting the prison to the mainland can be made to collapse one section at a time. Tartarus' interior is heavily armored with blast doors lining narrow, steel-plated hallways. Prisoners incarcerated inside Tartarus are heavily restrained, sitting down restrained on a large, high-tech chair with a full-body straitjacket. Though nominally a prison, the facility effectively serves as a dumping ground for individuals who threaten or have threatened public safety to a drastic extent. Regardless of sentencing status, these individuals are incarcerated and heavily monitored in Tartarus. People with a wide range of Quirks are locked within its walls and divided up among six cell blocks, depending on the danger their Quirks represent and the severity of their cases. The more dangerous the individual, the deeper they're kept within the prison. The deepest level of the prison is B10, located 500 meters below sea level. Sensors are continuously monitoring the vital functions of prisoners, reacting to even the slightest sign of unusual behavior or attempt to activate a Quirk. The aforementioned sensors are also connected to four ceiling-mounted, automated machine guns that will fire on the prisoner if they suddenly move or have thoughts of activating their Quirk. Tartarus guards also monitor prisoners in a room with several screens displaying the inside of cells, where they are alerted to movement and speaking from prisoners. Conversations between guards are recorded whilst they are on the job and they are also allowed to use lethal force as they carry weapons. In the event of a cell breakout, guards are allowed to open fire on prisoners should they resist recapture. The prison has visiting rooms where visitors can speak to prisoners from the opposite side of a glass window. These rooms are set up so the prison guards can observe and monitor conversations between prisoners and visitors. These rooms are equipped with a microphone to talk to a visitor, and computers that can detect and display a prisoner's brainwaves, which informs guards of their state of mind during a conversation with a visitor. The defensive capabilities of Tartarus is such that All For One admitted, even if Tomura Shigaraki's body was 100% complete, and Gigantomachia was with him, they would still struggle to get past its nigh-impenetrable defenses.)

Randomly a civilian came from out of nowhere and was walking over to the statue with a bag draped around her arm. "Not again..." She muttered while dropping the bag and pulling out a cloth and spray. After getting next to the statue, spheres appeared under her feet. Pushing her up to enough height where she could reach the sprayed writing. She started attempting to remove the substance. "I wish some people would see things the same way I do..."
