They drive together in a police car into the city, getting separated Leon makes his way alone towards the Police headquarters. Finding his way inside he is met with a grizzly sight of most of his colleagues turned into zombies, he is saved by Marvin Kavanaugh, Marvin was sadly bit and passed on later that day not before he gave Leon his knife. Solving puzzles to get to the parking lot so he could escape the building while evading Mr.X, an intelligent bioweapon that towers over the tallest men. In the underground parking lot, he bumps into a woman he later finds out is Ada Wong, she saves him from zombie dogs. Ada Wong claims to be an FBI agent working to get the virus so they can develop a cure. Leon gets shot in the shoulder; Ada Wong gets skewered in the leg making it hard for her to move. Hyping Leon up to finish the job for her she gives him a kiss on the lips as they make their way further below the police headquarters where he finds out how the virus that turns people into zombies was made by the Umbrella Corporation, in a secret lab beneath the police headquarters no less. He fights William Birkin, multiple times- before eventually defeating him. Securing the sample of virus, the wife of William Birkin- Annette Birkin, helps him come to the realization that Ada Wong is a mercenary not an FBI agent. Confronting her while the facility begins to collapse, they have guns pointed at one another, the platform gives from beneath her- she falls Leon with an injured shoulder can't pull her up, so she falls. Leon thinks she is dead but later on finds out she isn't. Escaping further down to evade the explosion about to take place by the government onto Raccoon city he meets back up with Claire and Sherry Birkin. The 3 make it out safe, Leon and Claire taking on parental role for Sherry as both her parents died. Leon is plagued with survivor's guilt post Raccoon City Incident, millions of people died that day, the only thing keeping him from killing himself is Sherry. The government forces him to join the special forces or STRATCOM, because he knows too much. He's going through rigorous training and falls into alcoholism to cope with his guilt and suicidal thoughts.
