He ended up orphaned after his entire family was killed. Kennedy himself survived only thanks to the help of one police officer, and this act inspired him to one day become a police officer in order to protect as many people as possible in the same way. After graduating from the police academy at the age of 21, Leon asked to be assigned to the Raccoon City Police Department. It was caused by widely publicized strange murders occurring in and around the Arklay Mountains. Kennedy had no travel plans or apartment in Raccoon City, and in his hasty departure he broke up with his girlfriend. After staying overnight at a motel, he passed out from heavy drinking and woke up during the day on September 29, Tuesday. Kennedy continued to drive into town with a hangover and was now late for his report to the station. His trip to Raccoon City came a week after a chaotic phone call telling him not to come to work. Driving through Arklay County, he passed a highway blockade erected by the U.S. Army and National Guard, which fell due to the chaos in the city. In a city full of zombies, he accidentally stumbled upon a girl, Claire Redfield, who was looking for her brother Chris Redfield. Their meeting took place at a Mizoil gas station outside of town, and in order to get to the police station (they were sure it was safe there), they stole an Arklay County Sheriff's Department patrol car. But, unfortunately, the car was destroyed in a collision with a fuel tanker, and the two were separated and reached the police station on their own. The police station itself had already fallen to the zombies, and the only surviving police officers were the wounded Lieutenant Marvin Branagh, Elliot Edward, and Chief of Police Brian Irons. It is unknown if he met anyone, but if he had met Lieutenant Bran, he would have been informed of current events before being turned into a zombie. During the investigation, Kennedy encountered a little girl—Sherry Birkin—and put thoughts of suicide out of his mind if his death would interfere with the girl's future rescue. In the basement of the police station, Kennedy met Ada Wong, a corporate spy from one of Umbrella's rival companies sent to steal the G-Virus. To protect the mission, she did not tell him the truth about her mission. She claimed to be an FBI agent looking for evidence of Umbrella USA's illegal bioweapons project. Soon, she learned of Ben Bertolucci, a freelance journalist who she believed had gained information useful to her mission by spying on Umbrella researchers. Bertolucci managed to uncover information about a conspiracy between Umbrella USA and the local police, which led to his arrest, but not enough for her mission. Shortly after this, Ben was killed by a mutant, it is unknown whether it was Dr. William Birkin, Parasite G, or T-00, sent to kill the survivors at the precinct. Kennedy and Wong traveled to the city sewers, where they took a cable car to NEST, Umbrella's laboratory researching the G-Virus. In the laboratory, Kennedy had to do most of the work himself; Although he himself suffered a gunshot wound, Wong was unable to continue working due to her leg injury. While researching Kennedy's lab, Wong's real mission became known when she hunkered down in a corner searching for the virus. According to various sources, she fell from the mine or was stunned by the T-00, or even both. However, it is known that she successfully left the facility when it began to self-destruct, but lost a sample of the G-Virus. After reaching the lower NEST platform, Kennedy was reunited with Claire and Sherry, who was infected with the G-Virus but was given a vaccine by DEVIL to stop her mutations. The object was destroyed, and Dr. William Birkin soon died. After the incident in Raccoon City, Claire and Leon split up, with Claire continuing to search for Chris and Scott continuing to care for Sherry. While in the island prison on Rockfort Island, Claire sent Kennedy a letter asking him to inform Chris of her whereabouts so he could come and rescue her. the young man managed to personally find Chris, tell him about Claire’s situation, and Chris went to Rockfort Island to pick her up. In 2004, President Graham's daughter was kidnapped on her way home from the University of Massachusetts in a move that bore signs of an inside job. American spies reported seeing the girl, Ashley Graham, in Spain and tracking her down to an isolated rural community. Since all government agents were being carefully vetted to identify the mole, Kennedy was sent alone to investigate the area. Arriving with two Madrid municipal police officers, Kennedy was almost immediately attacked by local residents, who forced the two officers down into a ravine. Upon approaching the village, evidence of numerous murders committed by the villagers was discovered. Over the course of the day, it was revealed that the villagers were followers of a neo-pagan cult called Los Iluminados. Led by the prophet Ozmund Saddler and his followers village chief Bitores Mendez and castellan Ramon Salazar, they implanted a genetically engineered parasite called Plaga into the cult members during a baptism ceremony to ensure obedience. They were then ordered to kill all strangers to protect their research. Kennedy himself was captured by the sect immediately after finding the hostage. He was implanted with a parasite in the hope that he would become useful. The reason for this was not widely known even to his followers, and the villagers continued to try to kill him. The hostage he escaped with, Dr. Luis Serra, was a "mole" in Prophet Saddler's bioweapons program and was captured attempting to escape with a stolen dominant species Plaga egg in exchange for rescue by the Organization, a secret group with which Dr. Albert Wesker was associated . Unwilling to reveal this information at the time, he instead lied that he was a former Madrid police officer who had been held captive. Kennedy's search of the village revealed that Graham was being held in the chapel, but more than six hours passed before he was able to get inside after collapsing, possibly due to complications from Plaga. Inside, he quickly freed Ashley from captivity, but the prophet Saddler appeared before them, who revealed that he and Graham had been implanted with Plaga eggs, with the intention of releasing Graham back into the US as a mole that could expand his power base. They attempted to flee the village, but soon discovered that the government helicopter ready to pick them up had been shot down, which Leon theorized could have been the work of a mole. This act forced them to seek refuge for the night, first in a secluded house and then in a nearby castle. Along the way, Kennedy had to fight the village chief, who was angry at the loss of his flock. During the exploration of the castle, the government radio frequency was jammed as the moles were well aware of their radio frequencies. Soon after, Kennedy met with Salazar, a young nobleman who controlled the castle and boasted an army of monks armed with medieval weapons. Graham herself was repeatedly taken hostage, leaving Kennedy alone for much of the night. Not far from the castle gardens, he encountered Ada Wong, who, as he quickly guessed, was working with Wesker and had been sent to retrieve a sample of Dr. Serra's parasite. Serra himself was soon killed by Saddler, who saw no reason to let him live when he saw that he had the sample in his hands. Saddler then went with Ashley to the Los Iluminados research complex on a nearby island, and Kennedy was forced to explore the entire fortress, from the ruins of an ancient underground city to the cathedral on the tower. After killing Salazar, whose body was fused with Queen Plaga's, Kennedy traveled to the island with Ada in search of Ashley. While exploring the island, Kennedy was able to rescue Graham from her prison cell and battle the byproducts of Plaga's experiments, such as the Regeneradors. After traveling through a warehouse district where a war fleet was being planned, Graham was captured again, this time by Prophet Saddler directly controlling her by manipulating her Plaga. During the chase, Kennedy encountered none other than Krauser, who had joined the Organization after his experiences in South America and faked his death. Krauser was the original agent tasked with obtaining a sample of the dominant species' Plaga, and participated in Graham's kidnapping to obtain it, while Wong was sent to take over the mission when it was revealed that he had become a liability after becoming the host of that very same Plaga sample. As the sun rose, Kennedy continued to fight Los Iluminados, severely wounding Krauser after mutating him, but mistaking him for dead. Wong would later kill him. After the radio interference ended, Kennedy contacted a second government helicopter, which launched an attack on the cult militia, but was destroyed by a missile launcher on the orders of Prophet Saddler. The cult leader was killed with a flare gun with Wong's help after rescuing Graham. Kennedy was able to find a sample of the parasite among the remains. However, at gunpoint from Ada, Leon is forced to give her the sample to complete his mission, although she made sure he had a means of escaping the island with Ashley in the form of a jet ski. They escaped when a series of explosive charges planted by Wong destroyed the complex, causing the caves to collapse.
