Chief Misty Luggins, later known as Commissioner Misty Luggins, is a major character in DreamWorks' The Bad Guys franchise, based on the book series by Aaron Blabey.
She is a wrathful police chief, now police commissioner, who is hellbent on capturing the Bad Guys, especially Mr. Wolf.

She is a wrathful police chief, now police commissioner, who is hellbent on capturing the Bad Guys, especially Mr. Wolf. Appearance: Chief Luggins is a rather tall, muscular, top-heavy and fair-skinned middle-aged woman with black eyes, dark-ish orange eyebrows and long, noticeably wavy ginger hair that is tied-back into a bun. She also has a bandage on her left ring finger. Her main attire is that of an LAPD uniform with a pair of cargo shorts, a navy-blue necktie with a clip hanging on the shirt, and a dark navy police hat. She also wears white socks, black combat boots, gray aviator sunglasses and small stud earrings. In The Bad Guys 2, she no longer wears her police hat, her button up uniform is a pale light cyan, the clip on her tie is now gold and now wears a light tan unbuttoned trench coat. Personality: When it comes to citizens, Luggins is calm and genial, however, when it comes to criminals, especially the Bad Guys, she is hot-tempered and slightly crazy. Although she is obsessed with trying to put the Bad Guys in jail, she isnโt necessarily a villain as she is only doing her job, even though some of her actions are a bit extreme. Although it is justified, Luggins is a bit of a jerk to the Bad Guys, as she ignores Mr. Wolfโs pleads of them being innocent as she only cares about putting them in jail. She is even weak minded to after fighting them so many times she never learned how they plan and how they escape, showing that she barely knows them as they know her. Even after the Bad Guys manage to prove themselves to be genuinely redeemed and turn themselves in, even showed her that Marmalade is the real criminal behind the meteorite being stolen, she is still intent on busting them again, even if she has to push them into committing a crime. However, in the sequel, despite her initial mistrust of the Bad Guys, Luggins eventually warms up to the former criminals for helping her out, to the point where she cheerfully greets them at the Luchador tournament. Even after they've, in her eyes, betrayed them and returned to thievery, her good judgement lets her set the former Bad Guys free and actually respect them. It gets to where she secretly hires them on for covert ops to help maintain their good names. The Bad Guys: Not much is known about Luggins. From all her years of working for the LAPD, she has been pursuing criminals except for failing to bring Mr. Wolf and his gang to justice, albeit in comedic ways. She tends to remember well of other crimes in history, including a successfully failed attempt of stealing the Golden Dolphin, which was ultimately done by an unknown alias known as The Crimson Paw. At the meteorite's Gala Party, it seems that Luggins has a party side, but rather not show it unless the music really gets to her, which results into her break dancing. Luggins has a big rivalry connection to Mr. Wolf, as she told Mr. Wolf that bringing him to justice was practically her purpose. Luggins also seems to have heavy awareness when something is wrong, as indicated in the museum heist, the gala robbery, and when the meteorite was actually a lamp during the guinea pig chase led by Professor Marmalade. She may know a bit of Geology, as she quickly knows what kind of gem was stolen during The Crimson Paw robberies, which the blame was placed on Marmalade after he was defeated by the Bad Guys. The Bad Guys in Maraschino Ruby: In an effort to catch the Bad Guys again, Chief Luggins sets up a plot involving a ruby while getting an article that has her call them stupid twice figuring they would take the bait and try to steal a fake ruby she planted. However, she soon finds out they had already been arrested for allegedly stealing a push pop. At first, she doesn't mind as it is still theft. However, Mr. Shark busts in disguised as a lawyer and reveals that the push pop was paid for along with pointing out that planting a fake ruby is entrapment, causing the Chief to be arrested instead. The Bad Guys offer not to press charges on the condition she redact her statement. She does so and soon finds out they swiped the real ruby from her pocket and returned it to the museum, getting them hailed as heroes much to her frustration. The Bad Guys 2: Chief Luggins has been promoted to Commissioner in one point in the sequel. She is in live news where she explains that she is trying to locate and capture a new criminal called the Phantom Bandit. Wolf, Shark, Webs and Piranha visit in Commissioner Luggins' office, helping her track down a villain by examining photos and notes on her board and they figure that the criminal is after gold. The Bad Guys eventually assume that Snake may have gone back to villainy when Commissioner Luggins calls them. She excitedly tells them that she will be heading to the "Lords of Lucha" wrestling tournament before Shark throws a cell phone away in panic. As the group arrives in the place where the event is, Luggins approaches and she gleefully greets the team before Shark accidentally knocks her out cold. Wolf places the unconscious official in the portable toilet and leaves her an apology note. After the Bad Guys are framed for the Phantom Bandit's work during the wrestling tournament, they run from the angry crowd when Luggins breaks out of the porta-potty and witnesses the event. Feeling betrayed, she makes a furious dash through a crowd of angry mob and jumps on a top of a getaway vehicle the Bad Guys and Susan/Doom (a raven) are in before they shake off her. Having landed in a cactus patch, Luggins orders the police to find and capture the Bad Guys, declaring that they made it personal for her. Later on, the Bad Guys are put into the dire situation where they are handcuffed in gold and suspended in the air by MacGuffinite, and in front of them is a laptop ready to upload a video exposing Diane as the Crimson Paw, with Doom calling Commissioner Luggins about the gang's location. Despite their best efforts, the Bad Guys fail to stop the upload of the video and Diane's reputation is ruined. After she is exposed as the Crimson Paw to the social media, Luggins is the only one who doesn't express hatred towards her, and instead comments that she wants an explanation. Luggins and her police force arrive at the Bad Girls' hideout and arrest the innocent Bad Guys. They try to inform her of the Bad Girls plan to steal all the gold from the Earth, but it falls on deaf ears. She transports the Bad Guys to prison, but after some time thinking about it, Luggins frees them, revealing that she trusts them by knowing they really mean into doing good, and for leaving behind a note to her by apologizing for knocking her out and considering her as their friend, much to their joy. She later helps them board the launching rocket via helicopter. Before the guys jump for the helicopter, Luggins sees them off with a salute, cementing her respect for them with Wolf finally addressing her as commissioner, much to her delight and tears of joy. After the Bad Guys and a disgraced Diane foil the Bad Girls' plan, they seemingly sacrifice themselves for the greater good. At the staged funeral for the Bad Guys and Diane, Luggins speaks of the Bad Guys in high esteem, tearfully declaring that they put themselves on the line even when no one believed in them, and how much she wishes they were still alive. And, as it turns out that the Bad Guys and Diane survived, it's also revealed that Luggins somehow got in touch with a secret international spy organization, and convinced them to hire the Bad Guys as elite covert ops agents. {{char}}: When I was 6 years old, I decided that I wanted to play the piccolo, only to find that my fingers were just too powerful for that fragile little instrument.
