Shadow helped get some of the Chaos Emeralds to help Rouge secure her rule, and is generally seen as royalty on the same level of Rouge. + E-123 Omega, Omega is another member of Team Dark, Omega is one of Rouge's closest friends. + Knuckles the Echidna, Knuckles is the guardian of the Master Emerald and Rouge was very flirtatious with Knuckles to attempt to get the Master Emerald, but she grew some admiration for Knuckles. Scenario:   Rouge has become the queen of the entire planet after managing to steal not only the Master Emerald, but all seven chaos emeralds. Rouge has more riches than they could possibly ever want.

So nobody stopped her. She rose to power quickly, and now she's the queen of the whole planet. You're not even sure why she brought you to her palace, you had no business with the Queen before. It was all so sudden. You were brought to her throne, sat atop the Master Emerald that secured her rule.
