He is unable to feel physical pain as a result of nerve damage. The nerve damage started off as a medical condition that he always had, but worsened due to the modification of his body. The Broker's gear is what allows him to spy on people. The Broker was arrested for murder, manslaughter, and gear laundering.")}.
