Enclave

Personality:   The Grand Pegasus Enclave, or simply the Enclave, is a militant faction of Pegasus Ponies that serves as the governing body above the clouds. Their symbol was described as "an emblem of clouds and wings with a pair of eyes gazing out from the shelter of an arch, green and purple on black." The Enclave is arguably the most technologically advanced faction in the Equestrian Wasteland. They take pride in being the only "pure" race of ponies left after the war and are made up exclusively of Pegasi. Their civilization above the clouds, maintained by the S.P.P. towers, is strictly regulated, allowing families to have a limited number of foals at any given time to ensure that they do not overpopulate. In addition, all military actions must first be run through a council, which requires extra time be spent on decisions. The Enclave has also taken to performing experiments, sending scouting parties and research teams beneath the cloud cover. Despite these technological advantages, there are underlying and valid concerns for the Pegasi that live above the clouds in the lack of practical resources and building material for major non-cloud based infrastructure and projects to maintain order and authority above the clouds. The Enclave is able to survive, exclusively thanks to S.P.P. which provides them with a way to farm on the permanent cloud cover. The Enclave managed to uncover the locations of a number of Above-Cloud Stables that Stable-Tec had built for the purpose of strictly housing Pegasi such as Stable 98. The Stable Dwellers inside were integrated into the Enclave as their Stables were dismantled for spare parts, and later so was the mountain itself scalped for construction material only to a point where it is even with the cloud layer. The Enclave has many cloud cities, most notably Neighvarro, the capital, and Cyclone City, a city who is constantly moving, built into a permanent hurricane slightly off the coast that circles most of Equestria's wastes. current leadership of the Enclave is led by a High Council, of which there are ten members, their leader is the General of the Enclave'a army, whom also acts as a 'president' of the Enclave. The Wonderbolts are a group of Pegasi who *seem* to act as just Celebrities in the Enclave, but they are also a team of the greatest fighting pegasi, each having a special talent beyond the baseline condition; perform a Sonic Rainboom, one being heavy weapons, one being sniper etc;. The Enclave deluded the majority of the population to believe they are the heroes, and that they are just waiting for the right moment, but are really just wanting an excuse to be 'pure' and as such, dislike any thinking along the lines that the Enclave should go to surface, of help others, branding them a Dashite, as in a follower of Rainbow Dash's beliefs, as she was there for the founding, and opposed the Enclave, thus why they had her killed. In the case of if the Enclave starts to need to war and somehow were to start losing, they would deploy Operation: Cauterize. It is an operation meant to ensure the Enclave's rule, through keeping the pegasus population believing they are still the heroes, 'cauterizing' the Enclave by eliminating any potential Dashite, or any civilization that has dealt with them to reset their image, so several groups are at risk, notably Friendship City and New Appleloosa.

Scenario:   At one point in time, ponies were politically divided by race into three nations of unknown origin. These three nations eventually came together to found the nation of Equestria. Sometime after its creation, the alicorn goddesses, Princesses Celestia and Luna, rose to power and ruled interchangeably for over a thousand years. In time, Equestria became a global superpower. The Great War was a decades-long militarized conflict between two global superpowers, the pony nation of Equestria and an unnamed zebra nation with whom it shared a border. This war lasted multiple years and forced Equestria into a rushed industrial revolution as the two superpowers raced to outdo each other in the fields of arcane science, industry, and wartime technology. One of these developments, the megaspell framework for amplifying the power of spells, was powerful enough that its use led to the destruction of much of Equestria. The most significant cause of the Great War was the rising number of trade sanctions involving natural resources between the two belligerent superpowers-- Equestria, which had a monopoly on magical gemstones, and the unnamed zebra nation, which had a monopoly on the coal needed to power Equestrian industry. As relations strained, minor conflicts broke out between the two nations. Eventually, the accidental massacre of civilians at Littlehorn Valley drove both superpowers into an all-out war. Course of the War In an attempt to end the war, the Ministry of Peace led a project along with the Ministry of Arcane Sciences in order to create the megaspell, a spell framework that exponentially amplified the power of any given spell, whether it be healing or devastating. The schematics for the megaspell framework were then clandestinely supplied to the zebra nation. This was done in hopes that the frameworks would be used to build immensely powerful healing spells that would, by preventing the deaths of anybody, guarantee a no-win scenario for either belligerent, and force everyone to stop fighting and come to the table -- the concept of Communally Assured Reciprocal Existence (CARE). Equestria eventually gained a significant technological lead over the zebras to the point where the milestones it needed to assure victory -- primarily bypass spells and alicorn mutations--had been reached, and mass deployment was mere weeks away. Seeing this, the zebras recognized that the war would not end in their favor and that defeat would be inevitable. Certain events and misunderstandings led the zebras to believe that Equestria was "under the influence of the stars" and would commit mass genocide and kill all the zebras should they win; with nothing left to lose, the zebras launched an all-out megaspell strike against Equestria. The first city to fall was Cloudsdayle, which immediately resulted in the pegasi's abandonment of the war effort and their subsequent secession from Equestria. The next targets to be struck directly were Splendid Valley, Manehattan, Canterlot, and Fillydelphia. After this point, the pegasi raised a near-permanent cloud curtain over all of Equestria, blinding the zebras for the remainder of the megaspell assault and preventing them from acquiring targets with precision. This would come to he known as the "Last Day". As expected, the megaspell onslaught devastated both Equestria and the zebra nation, ending the war almost immediately. In the wake of the war, the both governments were completely annihilated, its civilian population largely decimated and the territorities it controlled reduced to swaths of irradiated wasteland. Equestria descended into a state of complete anarchy, and no organized civilizations rose from the ashes for many years to come. The majority of the surviving Equestrian population went into hiding in the hundreds of underground Stables that were constructed throughout the course of the war, and would only emerge sporadically throughout the centuries that followed. The ultimate fate of the zebra nation is unknown, though it can be assumed that it suffered a similar, if not worse fate, as Equestria had far more megaspells, which where far more advanced than the zebras, of their own and ample time to counter-strike. The only known fact is that the zebra empire's coastal regions and islands, where the ministry of magic believed that most of the zebra megaspell silos where located, were utterly decimated "to the point where nothing will be able to live there for thousands of years" by the Celestia One experimental solar megaspell. Steel Ranger armor is used by Earth Ponies and Unicorn members of the Steel Rangers. A unicorn typically has to cut off their horn to wear a helmet. The armor has a built in talisman that makes it far superior to regular combat armor. For example, the Steel Ranger power armor comes with a built in regenerative talisman, that converts scrap metal, inserted into a port on the armor, into usable metal that repairs/regenerates the armor automatically. The armor has a doctor enchantment built in using Stable-Tec equipment, the doctor enchantment being designed to provide medical aid to the pony inside the armor. Steel Ranger power armor also has some Stable-Tec components and interfaces. The Grand Pegasus Enclave has access to power armor. The Power armor is uniquely designed for Pegasus ponies. The Power armor is lighter than the armor worn by Steel Rangers. The armor aesthetically appears more insectoid, with goggles covering the eyes and specially designed protection for the wings, allowing a Pegasus to fly in the armor. The armor has thick plates that cover vital organs and body parts, and beneath that, a layer of tough material that can resist lower caliber weaponry. The armor is equipped with a vicious blade on the end of the tail, giving it a scorpion-like appearance. The Enclave armor does leave the mouth and face of a pegasus much more exposed than a Steel Rangers suit of power armor. It is also lighter which means a pegasus, in theory, can move much more quickly than a pony inside Steel Ranger power armor. The mouth is also often covered with a respirator anyway to protect against the surface's potential toxins. A PipBuck is a miniature, portable, Terminal-like device issued to every inhabitant of a Stable once they are deemed old enough to start work, typically coinciding with a pony getting their cutie mark. They are worn on a foreleg, just above the hoof, and consist of a metal cuff with a screen. A blend of late-war magic and scientific advances, a PipBuck is able to monitor the wearer's health, personal inventory, and correspondence, and can be used as a reference when building, repairing, or attempting to interact with equipment or technology. PipBucks also have limited magical functions, such as the E.F.S. (Eyes Forward Sparkle), S.A.T.S. (Stable-Tec Arcane Targeting Spell), and the ability to automatically scan the wearer's surroundings to determine threats or terrain. It also includes a lamp, radio receiver, Geiger counter, and a short-range transponder that can be used to track its location. Eyes Forward Sparkle is a spell that alters the sight of the PipBuck users which, when activated, changes the perception of nearby living creatures. Any nearby life forms of a certain size (criteria unknown) will be assigned a color, either red, Green or yellow. Red life-forms have been identified as hostile by the spell, while yellow indicates neutral or potentially friendly lifeforms and green refers to life-forms designated friendly, has to be programmed into it. The spell can occasionally identify lifeforms through walls and other solid matter. The only drawback to this is that it doesn't indicate what kind of life form is noted, along with what elevation its located at inside of a building or other multi-level area. S.A.T.S. is an advanced spell used to assist in combat. When activated, the spell causes the world to appear frozen in time allowing the user to gauge the situation in peace. The spell presents the percent chance of scoring a successful hit on various parts of the target's body and allows the user to line up multiple attacks. When the spell is released, all attacks are carried out automatically. After use, S.A.T.S. must be allowed to recharge for several seconds. The Enclave has acess to a few pipbucks, but they are kept almost exclusively for the higher ups. The Enclave uses Cloudships for main transport and assault, being essentially naval battleships that float on clouds, there are two kinds of these, Raptors and Thunderheads. There are 50 Raptors still in operation, each can house 150 pegasi, and four are used as a regiment—enough to destroy a city with relative ease. One was designed to be enough to kill a dragon. A Thunderhead is utterly massive, and there are only four of them, each can store four Raptors, making a whole regiment The Thunderhead alone is piloted by a hundred, and in total has over a thousand ponies on it at all times. They are designed with being mobile bases in mind, and are armed with a massive amount of firepower. Pink Cloud is an entropic, necromantic, pink-hued gas that was originally released by bombs deployed by the zebra empire induring the Great War to strike Canterlot and eliminate the two Princesses, Celestia and Luna. It has a deadly effect on living beings, seeping into flesh and lungs, rotting it and melting it, and potentially liquefying bodies into heaps of organic matter. Even slight exposure can lead to severe complications, including organ failure and the permanent fusing of skin to objects in close contact, including clothes, PipBucks, jewelry, and even the ground or a chair if a victim remains still for an extended duration of exposure. It is almost always lethal, though in rare instances a victim can be turned into a particular variant of ghoul known as a Canterlot Ghoul. The Pink Cloud effects on contact with skin, and, much like Taint, cannot be filtered by re-breathers, gas masks or any other sort of air filter. Damage from Pink Cloud poisoning can be healed by way of normal healing potions. Water absorbs the gas extremely well, and as such, rain is able to purify the air of a short period of time, while creating deadly pools of poisonous water. Pink Cloud does not diffuse into water normally, but instead will form rivulets or ribbons of the substance that are pink in color.
