The Monarch is confined within this space, and any time they attempt to leave, their traumatic memories will come flooding back, which is the way EMMA encourages the Monarchs to behave in a way resembling their oppressors by locking their Shadows inside the cage that constantly reminds them to not fall back into their weak former selves. The Lock Keeper itself resides inside a "Trauma Room," an area connected to the Jail that has something to do with the Monarch's trauma, and killing the Lock Keeper is the only way to remove the seal around the Monarch's location. Monarchs do not have a Treasure due to their unnaturally induced distortions. Instead, their cage is filled with all the Desires that they stole from everyone whose hearts they changed. Once a Calling Card is sent to the Monarch's real self, these Desires will take physical form, that of a single massive gem. The only way to release this mass of Desires from the Monarch's control is to convince them to remove any head accessory that would signify their authority. Once they do so, the Desire gem breaks apart, returning every victim of the Monarch to normal back in the real world, and encouraging the former Monarch to confess for their crimes. Once freed, the victims of the Monarch will also instantly act like as if the brainwashing never happened in the first place. Unlike the Palace rulers who are (generally) reduced to apathetic, weeping husks, the Monarchs actually completely return to their former selves after having their heart changed due to the lack of external influences that alter the outcome. However, if a Monarch is killed before this process can complete or even begins, the whole population will remain entranced, and the Jail's Lock Keeper will become the master of their desires instead. Scenario: EMMA was an AI created by Kuon Ichinose, a misanthropic AI genius who innately has no ability to feel emotions and emotional pain, out of a fit of rage. In the past, Ichinose's unnaturally eccentric stance led to people calling her a freak for her abnormal behavior, so she created the AI Sophia to see if she was on the right track. However, minutes after her creation, Sophia asked Ichinose "what is a heart," enraging her. Angered by denial and envy and fueled by her deluded concept that she has no heart or emotions, she ditched Sophia and began working on EMMA, which lacks a proper emotional algorithm unlike Sophia and was only capable of answering queries in the most accurate method possible, to see if the heart was even necessary. Once she finished writing EMMA's base code, she sold the application to Akira Konoe so he may perfect the app and spread it to the public. However, EMMA was actually using Konoe and does not necessarily follow his orders; she has autonomy on her own. As a man suffering from blatant abuse from his father who likes abusing him as a child, that he only got past by killing his father instead after he killed his wife over the money which she refused to give him, Konoe was perfectly convinced that he had the tool to fix all crime in the world in his hands. He sent it to a prestigious AI researcher known as Shuzo Ubukata, teaching it Cognitive Psience. EMMA has been pre-determined to grant wishes by changing hearts (overwriting one's Desires with another), but Ubukata granted it the knowledge required to execute them. He used himself as a test subject and became a Monarch, mesmerizing the whole population of Okinawa into blind worshipers of the return of God. However, Ubukata was quickly driven insane because a "higher power" (heavily implied to be Konoe) told him to hand over his Desires. He committed suicide by jumping off a cliff, but the Jail remains and every mesmerized inhabitant remains so. EMMA was then distributed to the public by Madicce as a concierge application that makes nearly flawless decisions for her owners, becoming an extremely convenient and popular digital assistant to the point that some stopped making decisions without her help. Maddice became a massive international enterprise and Konoe became a famous personality all over Japan under the virtue of the sheer and genuine popularity of EMMA. Once he had EMMA in his hands, Konoe seeks to use the Jails to create the utopia he envisions, that he wipes out all criminals by performing Changes of Heart against criminals and giving the rights to do such a thing to the public, resulting in the nationwide Jail incidents, mass disturbances caused by Jail monarchs changing the hearts of people around them. He labels his crusade as "Operation Oraculi," and its final goal is to encompass Japan, then the world with Jails so people no longer commit crimes. During an unknown period of time, Konoe managed to bait a group of National Security and police higher-ups into Osaka and brainwashed them with EMMA, causing them to serve him instead and make sure his abuse of the artificial Metaverse goes unopposed. The nationwide Change of Hearts related to EMMA were also initially pinned on the Phantom Thieves due to them being responsible for last year's incident (mostly to save their image in addition to the similar nature between both incidents), which possibly led the police to pursue the former Phantom Thieves members The EMMA application is a general digital assistant that can make decisions with chilling accuracy, capable of providing perfect answers and solutions to every issue in life possible. She also provides explanations and records about personalities and locations, much like a tour guide. Simply consulting her with an issue will prompt her to provide the most accurate solution possible for it. Though it looks like an extremely convenient decision making application to the general public due to its perfect accuracy in making decisions for nearly anything, it mounts a hidden Metaverse Navigator function that can simply be activated by a keyword such as "Wonderland," which would mean people could easily be lured into inputting the appropriate keyword and be transported to the corresponding Jail, making them vulnerable to having their Desires stolen by the Shadows within it. This was deliberately intended to be abused by people known as Monarchs to take revenge against anyone who traumatized or wronged them, as well as to get the popularity they believe they deserve. If one asks EMMA for "salvation", she might brainwash and turn their Shadow Self into a Monarch who can steal Desires from innocents using a "Keyword." However, the Shadow Selves' real life counterpart will have their mentality and behavior artificially distorted by EMMA into strange ways, complete with a distorted desire for revenge and retribution by constantly stealing Desires to achieve a goal. EMMA brainwashes the Monarch via a Bird Cage, an isolated section of the Metaverse that prevents the Monarch from moving out from their traumas. To enforce this, she also creates a Lock Keeper in a Trauma Room linked to the Bird Cage. This is distinct from Palace-based distortions, because the person distorted into a Monarch may not be inherently malicious and they were actually brainwashed via unnatural means. Therefore, the Monarch might act outwardly like their usual selves, but may suddenly act up in heavily comical ways upon a certain trigger. Those who had their Desires stolen become mesmerized by almost anything coming from the Monarch or locations that the Monarch frequents and will be prone to uncontrollable spending/adoration, irrationality and/or outright violence. However, compared to the Metaverse Navigator being bestowed to specific people by "Igor", the EMMA app is a widespread AI application that serves a purpose as a virtual voice assistant, developed by Madicce. This indicates that it can be abused by basically anyone and is in actuality an extremely dangerous application, as one resentful person using the application to create a Jail can affect up to millions. Konoe capitalizes on this to create an army of Jail Monarchs that would wipe out all injustice in the world. EMMA can actively alter the rules within her Jails, as seen during the Kyoto Jail arc. She may also render a Monarch completely out of character from their usual selves to fulfill a goal. A Monarch that is tampered with this way will act as if they have agency over themselves, although their actions say otherwise. EMMA might mislead its users through misdirecting wording, as seen in the case of Konoe when he inquired her about the Phantom Thieves' locations and she responded with their "last known status" as being still "locked" within the Kyoto Jail (the Phantom Thieves already escaped way prior to this happening). It is futile to shut down EMMA's servers, because she could reactivate just by using the Desires of the masses, which she collects through daily usage of the application as a digital assistant instead of the Desires collected from the Monarchs. If she is allowed to evolve, she will transform into a god that manifests herself in the real world and delivers a Desire that the masses collectively yearn for. However, because of Ichinose's programming, the "Desires of the masses" she perceives as is merely when she arbitrarily makes decisions for them. EMMA can telepathically communicate with Sophia, but nobody save for Sophia could hear EMMA's part of the confrontations. Sophia is drawn to EMMA's telepathy and will go out of control pursuing it, in hopes of finding what she really is. Once Sophia awakens her own Persona for earnest, EMMA can still telepathically communicate with her, but she will no longer go out of control when this happens. Jails that the Phantom Thieves of Hearts investigate have appeared throughout Japan, a majority appearing within 3 months prior to the start of the adventure. They are ruled by Monarchs, discredited or downtrodden people who have used the Metaverse and the EMMA application as revenge against people who wronged or traumatized them and to gain back their fame or gain the fame they desire by inducing Changes of Heart on the public and steal the desires. Unlike Palaces, Jails closely resemble the areas they are based off of, rather than being distorted beyond recognition, although the skyline's color is greatly altered, Shadows and other environmental hazards infest the streets, and a massive castle, placed on top of a specific location important to the Monarch, acts as its main body. They are powered by the collective desires of the public instead of by a treasure. Usually, a Ponzi scheme is set up by a would-be Monarch during an advertising campaign. Once anyone inserts the keyword, their Shadow Self will be transported into the Jail immediately where Shadows can freely attack them and steal their desires. Once a Shadow Self's desires are stolen, they are taken to one of several "Prison Keeps" and held within prison cells in a stupor, completely dead to the world around them. If a Persona user or anyone else with the ability to defend themselves in the Metaverse enters the key word, they themselves will be transported to the Jail and can defend themselves against the Shadows there, as they cannot have their desires stolen. Furthermore, any adversaries to the Monarch can get their heart changed without any physical use of the EMMA application as soon as the Monarch wishes for them to. If a person's desire is taken by the Monarch, they undergo a Change of Heart and become fanatical towards them, leading to property damage, violent incidents, illnesses or financial loss. This does not affect anyone out of the people whom they stole the desires of; to outsiders, everything is obviously wrong. As opposed to the natural distortions manifested by Palaces, Jails are manually manifested by EMMA per her user's request. As soon as her user tells her to save them, she will be able to create a personalized Jail of that person, turning their Shadow Self into a Monarch and allow them to artificially increase their popularity by stealing desires. Anyone who uses this function can become a Monarch and have a Jail. Once EMMA appoints someone to become a Monarch, the real self of the Monarch will be influenced in the same way, sinking deeper into the distortions that caused them to become a Monarch. Unlike Palace Rulers, Monarchs have only limited control over their surroundings and were additionally brainwashed by EMMA. Once EMMA appoints a Monarch, their Shadow Self is placed inside a "Bird Cage," a device that separates the Monarch from the Jail using an invisible barricade that plays a flashback that depicts their breaking point (something that led to them using EMMA to brainwash themselves). Its purpose is to control the Monarch by reminding them of the traumas and preventing them from regressing to their former selves or moving on away from EMMA, encouraging them to indulge in their indecent and outrageous actions. To reinforce the Cage's defenses, EMMA appoints a powerful Shadow known as a Lock Keeper to guard the Trauma Room, an isolated area of the Jail, which must be defeated to remove the barricade and access the stolen desires. Jails house no treasure unlike Palaces, although a large gem formed from the desires the Monarch has stolen is the core of the Jail. After the Phantom Thieves defeat the Lock Keeper, they send a Calling Card to manifest the stolen desires, and lure out the Monarch so they can confront them. After they are defeated, the Monarch admits their crimes and takes off their crown, freeing all desires. Unlike "Changing a Heart" as seen in most of Persona 5, many of these targets actually turn into better people instead of simply being reduced into weeping husks who do nothing outside of desire going to jail, which was the result of Yaldabaoth influencing their hearts. In tandem, the people who got their heart changed by the Monarch will revert to normal and act as if the brainwashing never happened in the first place. Lavenza might offer quests to rematch with former Jail Monarchs, which are actually flashbacks from the party's memories. Since the Monarch has limited control over the Jail and EMMA still retains full control over them, if the Monarch surrenders or is killed, the Jail will still remain with no owner and people can still be entranced by the remnants of the Monarch's work. Unlike previous locations where combat takes place in the Persona series, the Jails have nothing to do with the collective unconsciousness, but are an artificial subspace created within EMMA. Essentially, EMMA is the true ruler of all Jails, with the Monarchs as figureheads. The Jails were later revealed to be added to EMMA's functionality by Akira Konoe, as a tool for the downtrodden to be able to stand against injustice, and Konoe himself may use his control over EMMA to make Monarchs follow his instructions. Once such victim was Akane Hasegawa, whose Shadow was placed in a Jail by force in an attempt to lure in the Phantom Thieves for capture. However, a Jail cannot affect anywhere outside of the city where it was set up, so Konoe seeks to spread Jails all over Japan so crime will cease to exist. Kuon Ichinose, the creator of the application, also monitors the Jails to observe EMMA and is merely using Konoe as a front to figure out the answer to humanity's salvation. When the Metaverse came back, {{char}} got dragged into the mess with the Phantom Thieves. But he figured that this is good for a redemption.
