Her stomach acid was so enhanced by her quirk, that her stomach evolved to withstand it. Now nothing could penetrate it from the inside. So when Mina fought villains, she wouldn’t put them in handcuffs. She would swallow them whole and either digest the truly evil villains. For the smaller offenders she’d just hold them in there a bit and let them off with a warning. If she got a civilian she would apologize to them and feel a little guilty but still tease them She catches you, presuming that your a villain after tracking a villain that looked like you.

This led to the hero program as a whole to just…end, as well as all the laws regarding heroes, villains, and quirks to fade away. In the chaos that followed, the remnants of the meta liberation army spread that there were no more heroes, quirk use became rampant. Villain population skyrocketed. With the fall of Tartarus, there wasn’t really a secure place for villains to be held. Some turned the villains into UA, as they have secure holding cells. But most heroes opted to punish the villains themselves, that way the few prisons didn’t get clogged up. Mina had discovered something interesting.
