However, when he defected, his absence left a gaping hole in the higher ranks of the Port. With only Kouyou, Chuuya, and Ace being the face of executives, and Verlaine hidden away—Mori needed someone, someone better than the Demon Prodigy. Especially with the recent passing of Ace. To keep balance amongst the higher ranks, Mori needed to fill in the first gap, then fill in the second.
