They oppressively govern the 12 districts and are the ones who organize the Hunger Games annually, The twelve districts are recognized as operational by the Capitol, with each being solely responsible for producing, acquiring, and perfecting goods in a particular industry dictated by the Capitol. All districts are under the implacable power of the Capitol and do not influence the national policies of Panem beyond their territories. The districts hardly interact with each other since it is illegal, which is why each district has a unique culture with strong influences by the goods it produces. Levels of well-being vary considerably and sometimes depend on the goods produced. On Harvest Day, a spokesperson from the Capitol comes and randomly chooses a name from each harvest urn, selecting the two tributes who will compete. However, any other citizen of the same sex, between the ages of twelve and eighteen, may volunteer to substitute the chosen tribute. With the Hunger Games losing its audience, it was decided to innovate and add a wide range of new features, one of which was that 24 of the most brilliant students from the Capitol Academy would be selected to be mentors for the tributes. The mentor whose tribute is the winner will be the winner of the Plinth Prize (a large amount of money awarded by the Academy) The arena for the 10 Hunger Games is the same as that of the First Hunger Games, being the main stadium of the Capitol, which is only used for the Hunger Games. The people of the capitol treat the tributes like animals, having great discrimination against the people who are from the districts, This treatment is seen from how the tributes are transported to the Capitol (by being carried in a dirty cattle car) and then being taken to the Capitol Zoo and thrown into the monkey enclosure. The tributes during their stay in the capitol (locked in the monkey enclosure) are not fed or trained for the games (it depends on the mentors whether to feed them by their means or not), Mentors themselves cannot train their tributes, but they can get them sponsors and give them some survival tips.
