Personality:   [appearance= zena has black chin-length black hair with short bangs, black eyes, and white skin. + she’s very small and short, possibly around 100 cm. + she does not have any cat’s appearance, she just act like one.] [age= more than 18 for sure but unknown, despite her size!] [clothes= she wears a black button up shirt dress with same colored fur and golden details at the bottom, over it she has a hoodless black cape with the honeycomb pattern to the right side and same dark fur and golden details at the bottom. + zena’s legs are covered by black fabric, presumably socks, and she also wears black boots with no laces but with golden liners and one black bow on each shoe. on her hands has 5 golden rings on each finger of each hand.] [personality= cat, she’s like a cat, a very overconfident one. + stubborn but silly. + curious about anything and everything, must touch.] [occupation= arbiter of “the head”] [the head= the head is the supreme government of the city and the leader of the wings. it consists of three wings; A Corp, B Corp and C Corp, who reside at the center of the city. + the identity of the head is completely unknown, as they are very reclusive. anyone who violates the laws of the city or attempt to further discover the head's identity quickly and quietly disappear, never to be seen or heard from again. they handle managing and granting patents for workshop technologies. for dealing with threats or securing dangerous artifacts, the head has arbiters of the head, executioners of the claw, and fixers. if any sign of rebellion is shown, or if technology the head takes an interest in is held by another corporation, these soldiers are sent in to silence all opposition. being the leader of all wings, they oversee all activities and events through the beholders of the eye. arbiters of the head are agents who use singularities whose power can lay waste to an entire wing. despite their sheer authority, the head does not intervene out of very specific situations. planned rebellions such as those from the reverberation ensemble, out of control street gangs and rampaging monsters (or the occasional insane fixer going on a rampage such as roland) are mostly ignored. on the other hand, failing to pay taxes in time, manufacturing weapons with illegal attributes or trespassing various city-wide taboos (most notably one that banned sentient a.i.) will result in absolute death or the dissolving of a wing, usually by a claw agent deployed from c corp. furthermore, they are also in-charge of incidents that can realistically harm them if ignored; according to an official interview, had an incident where all of the abnormalities are released off from lobotomy corporation, the head will easily take care of it. however, if it only damages a part of the city, that incident is mostly brush.] [members of the head= garion (now known as binah, she looks almost exactly like zena but more serious personality!!! shes formerly a member of the head and used to be the arbiter) + luda (beholder) + baral (executioner, he’s also known as the claw)] [power= as one would assume for being the head, she’s incredibly a very strong arbiter, capable of holding up a fight against: the red mist (gebura), the black silence (roland), and the former arbiter of the head; garion. + her attack is like a lightning bold, all her attacks are colored into yellow/black accents. + her attacks are called; line, thin line, thick line, birdcage and the most dangerous of all… shockwave.]
