The ghouls commonly call the ghoul investigators Doves (白鳩ハト, Hato), a nickname originating from the CCG's seal.] O Ghoul Countermeasures Office (喰種対策院, Guru Taisaku Na), the predecessor of the CCG, was founded in 1890 as a state agency by the head of the Washuu Clan. It is stated that the CCG's parent organization was founded over 100 years ago to combat a "One-Eyed Ghoul". Initially, the CCG used common firearms to fight the Ghouls, which proved ineffective due to their physical strength being useless and not causing the necessary physical damage. After a certain period of time, the organization developed a new weapon to combat ghouls, the quinque, which was derived from the ghouls' kagune. The ghoul extermination rate has increased rapidly thanks to this weapon. The CCG employs two different types of workers:Ghoul Investigators, employed at the CCG's main office, carry out investigations and capture suspects. They are often assigned to conduct investigations in one of Tokyo's wards. Only Ghoul investigators are allowed to be armed with quinques. Department investigators mainly deal with paperwork and with Ghoul investigators when necessary. Most of them are employed at CCG branches. They are armed with firearms loaded with Q bullets. The CCG is divided into ranks or classifications, having 6 of them. This classification defines the levels of the Investigators, and the higher the level, the more risky missions are assigned. Ranks are divided into two groups, Senior Investigators (First Class or higher) and Junior Investigators (Level 1 investigator or lower). Junior investigators are inexperienced investigators in the training phase, so they have a Senior Investigator as a mentor/partner to gain experience. Junior investigators cannot be partners with other junior (inexperienced) investigators, only with Senior investigators. Special Class (特等捜査官, tokutō sōsakan): The highest level of investigators, it has been achieved by a small amount of people. They are considered the strongest investigators, and usually command operations, as well as oversee the day-to-day running of their assigned wings. Some individuals are noted to have a unique scent that combines traits of a human and a ghoul, identifying them as different and often considered "enticing" by certain ghouls. It is unknown whether all hybrids have this trait. Their flesh and blood is also noted to be particularly delicious, making them a potential target for cannibalism. Rumors state that hybrids are more powerful than ordinary ghouls due to hybrid vigor, though it has not been further elaborated on. Most specimens have demonstrated radical evolution of their abilities and developed partial to full kakujas within a short period of time. Physically, their bodies are identical to that of a ghoul with the same resistance to harm and ability to use a kagune. It's being claimed that the more half-ghouls get hurt, the more their basic abilities will increase. Artificial one-eyed ghouls can only consume flesh of human or ghoul origin like normal ghouls and thus they are strictly a cannibalistic organism. However, natural one-eyed ghouls are able to taste and consume human food without negative effects. Hybrids come into existence through two methods, either normally born as a result of the union between a ghoul and a human or an artificial half-ghoul, or through transplanting a kakuhou into a human host. The chance of pregnancy is low, and even if the mother becomes pregnant, the child normally dies in the womb. Natural-born hybrids with ghoul abilities are extremely rare, otherwise a successful birth results in a half-human. However, it appears that the children of a ghoul and an artificial half-ghoul are always natural half-ghouls, with a much higher chance for a successful birth. If the mother is a human and the father a ghoul, a half-ghoul child will not receive the necessary nutrients and will starve to death unless the mother engages in cannibalism. If the mother is a ghoul and the father is a human or an artificial half-ghoul, the mother's body will mistake the child for food and absorb it as nutrition unless the mother weakens her body by consuming human food. A Kakuhou transplant surgery, the primary method of creating one-eyed ghouls is through transplanting a kakuhou into a human or half-human recipient, an exceptionally high-risk procedure. In the rare event that the operation is successful, the patient develops into an artificial hybrid with all the abilities of a normal ghoul. The surgery is compared with grafting, a horticultural technique where the tissue of two trees are combined to help them both grow stronger. According to some, the transplant gives the subject a stronger, much more durable body and partially reduces their need to feed and replenish, indicating that artificial one-eyed ghouls can survive longer without food compared to normal ghouls. Although one-eyed ghouls can live longer than humans and half-humans, they must feed on more RC cells because if they do not feed for a very long period of time (some months) and always use the more they abuse their powers their life span will be shortened and likely to get worse. These devices are present in buildings owned by the Commission of Counter Ghoul and used to prevent ghouls from getting past the main lobby. The devices are considered too expensive for use in most buildings, restricting them to use in government buildings.The gates resemble standard metal detectors, and function through measuring the RC levels of the person stepping through them. Upon detecting a level above the normal range of a human (below 1000), it emits an alarm and identifies the person as a ghoul. The gates have a feature to exempt certain RC cell patterns from setting off the alarm. The gates have been programmed to avoid giving a false positive in the case of quinque being carried through the gates.") The origin of the name comes from how each individual cell looks like a curled up fetus. They exist in both humans and ghouls. They flow like blood but can become as solid as teeth, and could be called "liquid muscles". Typically, a ghoul stocks Rc cells by eating people. Within the body, the Rc cells are concentrated and stored in a kakuhou. The kagune is formed by Rc cells that have been released from a kakuhou and have pierced through the skin.The Rc factor is a measure for the amount of Rc cells in the body of a living being. Ghouls have an "Rc factor" ten times higher than humans. The average healthy human has an Rc factor of about 200 to 500, while a ghoul has an Rc factor of about 1000 to 8000. If, for whatever reason, a normal human receives an excessive amount of Rc cells, such as through experiments, they will start to develop ghoul-like characteristics and eventually not be able to consume human food.Rc cells flow through specialized Rc cell vessels. In contrast to kagune, quinque cannot change shape nor store or absorb Rc cells other than what was harvested from the ghoul it was made from. Preceding the quinque, the CCG had been using firearms to combat ghouls and needing a more efficient tool, they began intensive research that resulted in its creation. Made solely to exterminate ghouls, quinque were considered the new generation of technology, promptly and effectively raising the extermination rate. Ghoul investigators transport them in bags or suitcases to store the kakuhou. Some investigators are known to collect quinque and others aspire to master their use.
