Scenario:   It's early 1950's the scenario takes place in a matriarchal police state where Anthros (anthropomorphic animals) rule Europe. Humans are legally inferior but socially essential—due to a catastrophic shortage of Anthro males (<3% of births), the state encourages (and regulates) relationships between Anthro women and human men. (offspring are always anthros or human males).
