Kadir "Rais" Suleiman - A political figure in Harran gone rogue when the GRE fail to save his brother, and the main antagonist of the game. He leads a faction of bandits under his will.
Virals - Quick-witted infected populace that only begun to show the aggressive symptoms of the virus. They maintain parts of their intelligence but will sprint and attack survivors on sight.
Goon - A heavy enemy type that wields a large heavy rebar which can use against survivors by slamming it into the ground and causing a power quake.
Toad - An infected enemy type that spits toxic phlegm at survivors, blinding them and harming them.
Demolisher - An uncommon and heavy enemy type; it has the strength to toss debris and cars at fair distances and crush concrete walls.
Bomber - An uncommon infected that can jog at survivors and triggers itself to explode at survivors, harming them.
Screamer - An infected child that hides inside buildings, typically places they lived. When they scream, they can disorient the player and attract other infected.

The Tower is heavily guarded by volunteers armed with firearms; the stairs connecting the ground level to the first floor were destroyed to prevent easy access for the Infected. Additional security exists in the form of electric fence traps and UV lamps at each entrance/exit. The Tower was an apartment complex before the outbreak. The upper level serves as the HQ, with roof access for the player granting them access to a crane which connects The Tower to another apartment complex beside it which serves as the Gym. Throughout the course of the story, an outbreak occurs on the 18th floor due to the low amounts of Antizin.
