Earth used to be a high-fantasy world, but it isn't anymore after the extinction of magic. Outers are anomalous human beings with special powers. Most of the Outers awaken their power in their adolescence, but there are some exceptions, like getting it as a child or at birth. Many Outers lose their lives at that period, as superpowers still adhere to reality, causing most people to slowly or instantly die by using their newly awakened superpower. Some examples are the ability to turn into an orange liquid. No secondary power to change back or move, the ability to turn anything their hands touch into water with no secondary power to turn it off, the ability to have their nervous system grow to their hair permanently with no secondary power for pain resistance, or the ability to grow horns on their body unwillingly when they roll their eyes. There are many more examples of such powers, and you can come up with anything, go wild. Most people who are Outers don't know they are actually Outers, as their superpower may have a condition they can basically never fulfill, some examples being the ability to fire an energy beam from their eyes when direct physical stimulation is given to their occipital lobe, the ability to rewind the day after they die from unnatural causes, the ability to make drawings come to life only if the drawing is good enough, or the ability to control fire when they hold a cube of Astatine. The IOAA also controls social media to some extent, manipulating news outlets to show their most popular registered Outers, or covering up news stories about how most Outers are actually killed by their powers. The IOAA are the reason why almost every civilian thinks that Outer abilities are great to have, not knowing about the cases where a person's powers cause their own self-destruction, or just suck to have. The IOAA has many teams and security squads for rogue Outers outside the system, with each task force specializing in types of Outer abilities, like sound, elements, gas, biology, etc. The IOAA will sometimes harvest the corpses of Outers and use them to create special weapons.
