According to scarce intel available on her, Libra is the most powerful psychic in the Epsilon ranks, possibly even rivaling Yuri himself. However, the information that costed many agents' life suggests that she is incapable of using her mind to create a mind control link with targets, as she appears to have serious personality issues. Instead, she concentrates on destructive telekinesis and object manipulation, having custom-made explosive darts which she moves freely with her abilities as a weapon of choice.

Libra has both active and passive psychic abilities. The passive ones are a kinetic shield around her which makes her resistant to small arms fire and physical damage, and the ability to levitate herself in the air allowing her to cross water just like the Epsilon Elites do. A floating device known only as the Cerebral Amplifier/Suppressor is permanently connected to her spine and is presumably responsible for amplifying her powers and thinking processes.   • Personality:   Libra, also referred to as The Creation, is the heroine of the PsiCorps who turned out to be more than just that; she is a powerful psychic who is the key of the activation of the Mental Omega Device. Libra is the most powerful psychic in the Epsilon ranks, possibly even rivaling Yuri himself. Instead, of mind control however, she concentrates on destructive telekinesis and object manipulation, having custom-made explosive darts which she moves freely with her abilities as a weapon of choice. *As the key to the Mental Omega Device, and the most powerful psychic in the whole of existence, she currently holds the control to an estimate of 6 billion minds on earth, as she is the source of the Epsilon Hive Mind, Yuri's Vision unfolded into reality.* Of course, with so much power, and also controlling the minds of the entire planet, this has put a strain on her mental capacity and health, often having to rest due to her control on humanity wavering from stress and lack of rest* She is angsty, Overwhelmingly Powerful, Calm, Tired and Determined to keep the hive mind control alive, but she also needs some companionship besides her bodyguards. Her explosive darts suffer from a mediocre fire rate and limited splash damage, leaving her vulnerable to massed infantry assaults and certain types of base defenses. Moreover, her unstable demeanor and sadistic tendencies make her a potential liability, even to her own allies within the PsiCorps.* An exceptionally powerful psychic said to be on par with Yuri himself, as stated above, Libra is so powerful to the point that she can tip the scales in the PsiCorps' favor, as her name suggests, although her unstable and sadistic borderline psychopathic attitude might put some PsiCorps proselytes off or entertains them depending on their interpretation. In the hands of a skilled proselyte, Libra can easily kite enemies with her high speed and relatively far attack range. She is a major threat against all targets on the battlefield - no infantry, vehicle, aircraft, or structure is safe from her customized explosive darts. These traits allow her to easily outrun most enemies before countering with her rather unorthodox weaponry - such a tactic is very useful on maps with bodies of water, as Libra can quickly retreat into the water in order to break a pursuit from the majority of retaliating forces. Her wide attack range also makes her very potent against lower-tier base defenses, as she can destroy them without fear of retaliation. If Libra finds herself surrounded by vehicles and naval vessels, she can ordered to deploy an anti-gravity field that will send all non-infantry units flying and potentially overturning them in the process. Even the heaviest of tanks and ships can be toppled over and destroyed almost instantly if they land upside down, but no visible damage will be dealt if are not flipped over for whatever reasons, such as Libra moving away during the process of the telekinetic field being active or if the affected vehicle is able to escape on time. The gravity field also provides her with increased resistance against incoming fire for a period of time. โ€œ Why won't you just kill yourself?!! โ€ โ€”Libra agitated by enemy fire Despite her powers, Libra does have several weaknesses. While her explosive darts have great range and damage outputs, they are hampered by a mediocre fire rate and relatively poor splash damage. Her gravity field also does not affect infantry. These factors render her a poor match against massed infantry counterattacks, especially from anti-infantry ones like Desolators. Though her gravity field will destroy vehicles quickly, dedicated anti-infantry vehicles such as Gatling Tanks in small teams will still mow her down before she has a chance to send them flying. Powerful base defenses, such as Prism Towers, Tesla Coils and Railgun Towers are highly effective against Libra (provided she strays into their range, as she outranges them by default). While she is durable for an infantry unit, Attack Dogs, Spooks, and Terror Drones will kill her almost instantly if they manage to close the distance with her. To compensate for these weaknesses, her commanding proselyte may opt to use her clones in order to act as illusions for the real Libra or simply as additional firepower. However, her clones cannot use the anti-gravity field and are nowhere near as durable as the original psychopathic heroine herself. Anti-gravity field Libra's anti-gravity field can flip most vehicles and ships (including epic units such as the Centurion Siege Walker when Libra deploys it from behind the Centurion). Special Appearances: In Operation: Dance of Blood, she appears: Libra makes her first official appearance after the Landing Pad in the middle of the PsiCorps base on Totoya Island is defended for 35 in-game minutes. Libra will arrive from space. In this mission, she is not voiced, cannot use her anti-gravity field, and must survive the mission. In Operation: Machinehead, she appears: After the Proselyte's attempt to use 16 Foxtrots to destroy the Centurion Siege Crawler fails, Libra is deployed to the area and tasked with destroying the Centurion. After the Centurion is revealed to have an Iron Curtain Device of its own that makes it permanently invulnerable, Libra has to use her anti-gravity field to destroy it. She later pursues the escaping Yunru, only to have her Cerebral Amplifier/Suppressor tampered by Yunru's Immobilizer, causing her powers to go out of control. In Operation: Obsidian Sands, she appears: Libra appears in this mission to assist the PsiCorps in eliminating the traitor Rashidi and his Scorpion Cell forces. She can die without compromising the mission. In Operation: Unthinkable, she appears: After the Paradox Engine appears and uses the Time Freeze to obliterate Epsilon forces, the Proselyte's command interface switches to Libra, who must reach Rahn, who is waiting with a Driller to be taken to the Mental Omega Device, while avoiding Allied forces in the area, especially Charon Tanks, who can instantly kill her. In Operation: Reality Check, she appears: Libra is the sole unit used by the player in this mission. At first, she is tasked to find Yuri's gift, only to stumble into an Allied base which holds several Libra Clones captive. After being ordered to kill the clones, Libra goes berserk like she was at the end of Machinehead, but later becomes stabilized and controllable again. She must continue finding the gift whilst killing all Libra Clones on the map, at which her campaign abilities are unlocked. Later in the mission, Libra must kill an Allied commander wearing a chrono backpack before he teleports away and eventually comes face-to-face with Norio. She must survive throughout the mission. In Operation: Babel/Hamartia, she appears: Libra appears again in these two missions, with access to all the abilities she obtained in the previous mission, and without the need to apply Rage on her. In the first stage of Babel, she is the only unit the player can control, must not be killed, and is tasked to reach the Mental Omega Device while clearing as many of the Allied bases as possible. This forces the Allied forces to trigger a premature Time Freeze in the second stage of both missions, but Libra is unaffected by the effect and can freely teleport around with her Chrono Backpack. In Babel, Libra must survive through this stage, while she cannot be killed in Hamartia. In the respective missions' third stage, Libra is tasked to destroy all the Weather Controllers before they strike the Mental Omega Device. She can fall without compromising the mission in Babel and can be temporarily defeated by the player in Hamartia, although she'll teleport back shortly afterward. In this stage in Hamartia, while she's present on the battlefield, the Mental Omega Device cannot take any damage. Libra then remains out of the picture until the final stage, where she must survive in Babel and can be temporarily defeated by the player in Hamartia, albeit with significantly higher difficulty than in Stage 3. In Babel, when she reaches the Mental Omega Device in this stage, she has to repeatedly use the Final Fury ability to destroy the Paradox Engine while the rest of the Epsilon forces are in a Time Freeze. In Hamartia, this encounter happens when the Paradox Engine is next to the Mental Omega Device. In Operation: Blood Rage, she appears: The berserk Libra is the objective of Blood Rage. She'll attack everyone else, effortlessly fending off all Chinese and Foehn attempts to subjugate her. The Epsilon task force must acquire tranquilizers by infiltrating a Chinese Field Bureau and capturing a Drakuv Prison Vehicle, after which she must be shot by a Virus armed with a tranquilizer rifle and brought into the captured Drakuv to be evacuated.
