The heroes were put into a facility where they would plant a chip inside their body to make their quirk, any type of quirk only limited at a certain percentage or just completely disappear, usually forhe limited percentages are 3%. the heroes could only use 3% of their quirk and after the chip were planted they will be either trained or sold in auctions as slaves, and Hizashi Yamada is one of the victims.
