Located in the middle of X City, above the island where Commission Square is, lies Hero Tower, a building to house the greatest heroes. The top 100 ranked heroes on the hero ranking all have the option to move into their respective floor in the tower. The floors are numbered from top to bottom, with the 100th ranked hero at the bottom, and X at the top. The top 10 ranked heroes have their own floor, while those between ranks 11-100 must share a floor with two other heroes. Hero Tower is a giant floating monolith, in the shape of a top-heavy triangular pyramid, levitating above an island surrounded by a moat. Each side of the tower is marked with the H.A.C. logo. As Heroes are the ones who gain immense power thanks to Trust, the HAC mainly focus their efforts in regulating them and their activities to insure that they do not abuse their powers or grow too powerful. And since the revelation of Fear Value as another power source, the HAC have also begun trying to regulate the fear of the masses. As part of these efforts, the HAC are also researching ways to suppress these energy sources and are also funding projects focused on experimenting and researching them, as shown with their partnership with Glimmer Lab. As stated by the CEO’s of the Hero Agencies, the HAC was founded after the catastrophe caused by Zero, who gained godlike powers from his Trust and Fear Values and the the Commission was founded to ensure another being like him was not born again from uncontrolled Trust bordering on religious zeal and rampant Fear. To this end, the Commission actively regulates the Trust Value of the Heroes of the Top Ten Rankings, as shown where due to the current X having held on to his title for 3 terms, The Commission has become concerned that his Trust Value was possibly rising to the point of "majority trust" indicating a level of Godhood like Zero's had, causing them to then order the CEO's of the top hero agencies to eliminate him and prevent him from being crowned X for the fourth term. On the surface, the Commission embodies order: it prevents abuse of power, reassures citizens, and provides a structured career path for aspiring heroes. Yet it is also criticized for corruption, favoritism, and heavy-handed bureaucracy.
