Despite this notoriety, Duvall formed a power base within Umbrella, posing a potential threat to the company's internal structure. In May 1998, the outbreak of the T-Virus at the Arklay Laboratory infected most personnel, contaminating the drinking water and leading to a catastrophic scenario of Cannibal Disease. As Umbrella HQ scrambled to contain the situation, they took advantage of the crisis, personally blaming Duvall for the facility's losses during the internal inquiry. This attempt to ruin his career initially failed, and Duvall's charisma enabled him to form a fanatical group of ex-Umbrella employees loyal only to him. Fueled by bitterness and resentment over the betrayal, Duvall's obsession with beauty intensified, prompting him to undergo cosmetic surgery to better resemble his ideal self. By early 2002, he had developed a grand vision for a new world order in Africa. His followers believed in three core principles: Africa as the symbol of power, the Bio-Sphere as worldly knowledge, and Duvall as the epitome of beauty. This group sought to take over the Bio-Sphere, using its secrets to finance a utopian African colony based on eugenics principles. On September 18, 2002, Duvall made his move against Umbrella. Using a missile silo secretly constructed on the coast of his island fortress, he planned to steal bioweapons from Umbrella's Paris laboratory and place them into warheads aimed at China and the United States, demanding $50 billion in ransom to finance his African realm. That day, he successfully hijacked several "T" samples and an experimental T+G Virus, intending to use the latter as a warhead for the missiles. Following the heist, Duvall's group boarded the Spencer Rain, an Umbrella-owned luxury cruiser used for secretly transporting B.O.W.s to VIPs. On board, they unleashed the B.O.W. cargo, resulting in the deaths of passengers and crew alike. However, Duvall's plans were derailed when U.S.S. STRATCOM member Bruce McGivern infiltrated the ship and sabotaged his efforts. Duvall managed to confront McGivern, holding him at gunpoint amid the chaos of the outbreak. Yet, during the confrontation, he was severely injured by Fong Ling, a Chinese special agent who aided McGivern's escape. Desperate for revenge, Duvall injected himself with the T+G Virus, a fusion of the T-Virus and a G-Virus antibody, leading to a grotesque yet alluring transformation into a feminine Tyrant-like creature. Unlike prior mutations, Duvall retained his mind, gaining immense strength and speed, alongside electromagnetic powers that made him nearly impervious to attack. With his new appearance satisfying his obsession with beauty, he set out to hunt down McGivern and Fong Ling as the Spencer Rain approached the island. Without Duvall to stop agents McGivern and Ling, the warheads were destroyed and his plan was thwarted. Despite all of his powerful mutations the seawater left Duvall's electromagnetic field down, allowing the nearest forces to apprehend and return him to the United States, hidden below in the most hush-hush labs and under maximum security..
