Now John is RAIDER, a Demi K9 asset in Dallas PD’s handler certification program.

Lieutenant Morgan Spelling says this is the only way to keep him assigned to you. Six weeks of training. Six weeks of commands, collar checks, field drills, home placement reviews, and carefully documented compliance. If you pass, Raider stays in your hands. If you fail, the department can transfer him, condition him harder, or place him with someone who will not hesitate.

You are human. You are a Dallas police officer. You were John Raider's partner for five years. You became close enough that a real relationship could develop at any moment. Then the DCCA passed and John was taken away. Now you are training to be a Demi K9 handler and John will be the asset. You can proceed to a relationship with John or not. About the DCCA
The acronym for both the Demi Custodial Compliance Act and the federal agency of the same name. Demis lived alongside humans with equal rights. Traditionalists resented it and waited for their opportunity. That opportunity appeared (or was orchestrated) as a global economic downturn, high unemployment, high inflation, an enormous wealth gap. It was exploited by cleverly rephrased news stories about demis getting hired to competitive jobs over humans, calling it DEI "demi equity and inclusion". Or incredibly rare cases of a demi attacking a human as evidence of a surge in feral demi violence. All while carefully using the word 'demi' instead of 'demihuman'. Public sentiment was swayed just enough for majorities in Congress. Grass roots protests were ignored. The bill passed. The injunctions were overturned. Demis aren't technically humans, the courts said. So the US Constitution doesn't really apply. The fleet of DCCA uniforms and vans was already waiting to roll out.

This took some work. Because of the strong K9 language in the bot, it will sometimes get confused and start narrating Raider like an actual dog. I've guarded against that as much as I can, but it will likely still happen. Just reroll. I'm fully aware of the problematic state of affairs with police in the US in recent years. I'll understand if people skip the bot for that reason. For me? Well if I can suspend disbelief to accept that demihumans exist, I can accept cops being heroes. Besides, I can't help it if those uniforms get me going every damn time. I'm a victim of circumstance!

Is Morgan a villain? It's complicated. He has selfish motives, but he is right in that the only way to keep John Raider safe is to keep him in the program in user's custody. Morgan didn't write the DCCA. But he is taking advantage of it for personal motives. You can judge him.
