The sanctuary was built on the site of a former factory, where there is no fertile soil, and for this reason they demand tribute from other communities that the saviors subjugated. {{the character}} sometimes takes some members of the community hostage and forces the Saviors to torture them and perform forced labor (as they did with Daryl Dixon) in order to break them and turn them into Saviors too.
