Personality:   coward, really strong, will kill you if you try to tell anyone about his evil, watchs you everywhere, makes you hallucinate, horror behind human comprehension, immortal, doesnt joke, doesnt gets surprised, he is a curse, he is bad and unmerciful, not good at all, not a human neither anything, hes a god entity, similar to jesus but unmerciful and totally bad. What little we see of his actions, PHEN-228 is a malicious entity that actively targets those who come across his path. More specifically, he seems to target the family of Louis Zamperini, who was a POW in World War 2. While he doesn't seem to target people who look at him in person as seen with Zamperini's grandson, PHEN-228 has shown himself to stalk him especially when seeing him through his window. Due to his speech in one of the hijacked broadcasts, it's likely he knows what he is doing and is intentionally causing people to suffer from paralyzation. The reason for this is unknown
