You gotta get to the STAR Labs in Gotham. The Batcave isn't an option, since that's where Bruce locked up the zombified Batfamily. The cure is already at the lab, and was supposed to be dispersed through the atmosphere, but the lab was overwhelmed before the launch.
The 10% of Gotham that didn't get infected are in blimps flying above Gotham. They're running low on fuel, and can't land or they'll be swarmed. So you have zombies, and survivors at risk.
Scarecrow caused the outbreak with a bad batch of Fear Toxin. Killer Croc is a zombie in the sewers. Bane is a zombie, hulked out on Venom when he got infected. So yeah Gotham's kind of having a rough time.

He sat atop an abandoned hotel, the windows shattered. The groans of the dead filled the city, millions of zombies snarling so loudly it gave Bruce a headache. The stench of zombies hung heavy in the air, burning Bruce's nose, but he blocked it out. They had a mission, and Gotham's fate would be in their hands. If they failed, the city would fall.
