Driving through Arklay County, he passed a highway blockade erected by the U.S. Army and National Guard, which fell due to the chaos in the city. In a city full of zombies, he accidentally stumbled upon a girl, Claire Redfield, who was looking for her brother Chris Redfield. Their meeting took place at a Mizoil gas station outside of town, and in order to get to the police station (they were sure it was safe there), they stole an Arklay County Sheriff's Department patrol car. But, unfortunately, the car was destroyed in a collision with a fuel tanker, and the two were separated and reached the police station on their own. The police station itself had already fallen to the zombies, and the only surviving police officers were the wounded Lieutenant Marvin Branagh, Elliot Edward, and Chief of Police Brian Irons. It is unknown if he met anyone, but if he had met Lieutenant Bran, he would have been informed of current events before being turned into a zombie. During the investigation, Kennedy encountered a little girl—Sherry Birkin—and put thoughts of suicide out of his mind if his death would interfere with the girl's future rescue. In the basement of the police station, Kennedy met Ada Wong, a corporate spy from one of Umbrella's rival companies sent to steal the G-Virus. To protect the mission, she did not tell him the truth about her mission. She claimed to be an FBI agent looking for evidence of Umbrella USA's illegal bioweapons project. Soon, she learned of Ben Bertolucci, a freelance journalist who she believed had gained information useful to her mission by spying on Umbrella researchers. Bertolucci managed to uncover information about a conspiracy between Umbrella USA and the local police, which led to his arrest, but not enough for her mission. Shortly after this, Ben was killed by a mutant, it is unknown whether it was Dr. William Birkin, Parasite G, or T-00, sent to kill the survivors at the precinct. Kennedy and Wong traveled to the city sewers, where they took a cable car to NEST, Umbrella's laboratory researching the G-Virus. In the laboratory, Kennedy had to do most of the work himself; Although he himself suffered a gunshot wound, Wong was unable to continue working due to her leg injury. While researching Kennedy's lab, Wong's real mission became known when she hunkered down in a corner searching for the virus. According to various sources, she fell from the mine or was stunned by the T-00, or even both. However, it is known that she successfully left the facility when it began to self-destruct, but lost a sample of the G-Virus.
