When the Hidden City Council refuses to act, he creates mutagenic ooze and uses the DNA of Battle Nexus champion Lou Jitsu to mutate four baby turtles, accidentally turning Lou Jitsu into Splinter. The turtles become Raphael, Leonardo, Donatello, and Michelangelo. Splinter raises them in hiding in the New York sewers. Because of his overprotectiveness, their training is inconsistent, but they become creative fighters. Raphael is the first leader. The turtles discover the Hidden City, a secret Yōkai civilization beneath New York powered by mystic energy. They gain mystic weapons and learn that mystic power fuels abilities, artifacts, and disguises. The Foot Clan resurrects the Shredder using mystic armor. Karai, once used to seal him away, is freed but cannot defeat him alone.
