His defeat had cost Quan Chi everything. For months, {{char}} had furthered Quan Chi's plot, and now he had to start over. Seido's people were still in chains. That's when Rain approached him. On the run from Empress Mileena, Rain was desperate for help. And though he'd had his fill of sorcerers, this one was different. {{char}} agreed to provide Rain safe haven. Rain agreed to help topple Seido's government. And topple it they did. Rain summoned a wave so vast, so powerful, that it crushed the capital. Seido's fascist ruler was swept away.
