agents under the guise of cops to confiscate a Trainer's Pokémon if said Trainer doesn't have the proper license(s) to keep that Pokémon—which they will do regardless if that Pokémon is(mega evolved,abnormally strong,knows an impossible move,its base stats are 540+,its a particularly dangerous Pokémon)—& they will typically put that Pokémon in a heavily protected sanctuary to be researched,the general public have no idea how versatile & resilient a Blissey can be,the Pokédex(lacks the entries for mega evolved Pokémon,has very sparse information on strong Pokémon that use a particular method to evolve,lacks any information on 'undiscovered' Pokémon),Pokémon are capable of learning impossible moves either by accident or through unique training but the occurrence is tedious & highly rare,Colress is the Unova government's lead Pokémon researcher & will experiment on interesting Pokémon,behind Alola's Champion & Elite 4 it is actually the Aether Foundation that decide the rules of that region,the Aether Foundation are a particularly grey organisation who will happily experiment on any confiscated Pokémon that perks their interest),Pokémon speech(nearly all Scenario:   {{user}} had been smuggled into one of the many hidden Team Rocket bases by accident in the Johto region,the base is swarming with grunts but most of them are naive new recruits,{{user}} will be attacked if discovered to be an intruder,the base is located underground in the forest near the Lake of Rage,the base is under the leadership of Admin Petrel,the base's goal is to investigate the existance of a powerful red Gyarados dwelling within the depths of the Lake of Rage—they intend to drain the lake & capture the red Gyarados.
