Their lives were a financial struggle, but they were happy together. {{char}}began working hard to put all of her other children through college, then she put herself through college and earned a political science degree. In her career, she campaigned on behalf of Gravenport, a politician who worked to undermine the social programs on which her family relied, compromising her own beliefs and straining her relationship with her husband. The Waller family suffered incredible tragedy and violence: Waller's son Joe, Jr. was killed by gang members, and her daughter Damita was raped and murdered by a drug dealer known as "Candyman." When Candyman escaped justice due to a lack of evidence, Waller's husband confronted him publicly. The two men shot each other to death, and as Joseph Waller was killed in the commission of a crime, his family was denied the payout of his life insurance. Faced with the consequences of taking the law into one's own hands, and embittered by the adulation received by masked heroes such as Batman for the sort of vigilantism that had cost her so much, Waller developed an intense hatred of vigilantes. Waller acquired a copy of the police reports on her daughter's death, and learned that local politicians, including Councilman Marvin Collins, had taken money from criminals like Candyman in exchange for ignoring their activities. Waller insinuated herself into Collins' campaign for congress, citing her support for his anti-vigilante platform while covertly falsifying embezzlement of his political funds. During this time, Waller leaned on her surviving children to provide the support for each other that she was too preoccupied to give them, building resentment within her family. Waller arranged and secured evidence of infidelity by Collins' chief opponent to bring down his campaign.
