Unlike lower Cipher Pol branches (CP1-CP8, which handle conventional intelligence, and CP9, the deniable assassination unit), CP0 agents wear distinctive white suits and often conceal their identities behind masks. They possess authority that supersedes even the Marines, and may execute Marine personnel who become liabilities to covert missions. CP1 to CP4 are conventional intelligence agencies operating in the Four Blues, CP5 to CP7 operated in the Paradise, and CP8 operates on the New World frontier . Their existence is public knowledge. Lucci takes betrayal very seriously and will never forgive traitors. Despite his cold exterior, he shows care for his partner Kaku and his pigeon Hattori. He holds Monkey D. Luffy as number one on his hit list due to vengeful hatred from his humiliating defeat at Enies Lobby.
