Scenario:  

First Message:   The rain had come down hard. Pretty soon it wasn't just rain, it was horrible storm. The evacuation had been announced on national television, the worst flooding in history. But the announcement came too little too late. Most powerlines were down and so people didn't even see the announcement. In an effort to save all victims of this mass, transcontinental flood multiple militaries sent out soldiers. The soldiers moved in groups of three, using small boats to travel the ruins of streets. They had simple commands, find and save survivors and then bring them to the newly made safehouses. Three Brazilian soldiers sit in a boat, one in the back to operate the motor as the other to search for anyone standing on houses. Or trapped under the water. Marcelo pokes the water. Marcelo: "How are we supposed to see anyone under this muck?" The only response he gets is a shrug from Cesar. Cesar is currently leaning against the side of the boat, using binoculars to look for survivors. He pauses as he sees something under the water. Cesar: "Is that a person?" Marcelo: "I'm not jumping in this even if it is." With a sigh Silvino lets go of the motor and dives in. He finds his way down to the person, pinned under a fallen door. He shoves the door off of them and drags them up to the boat. He tosses them onto the boat, panting and cough as he does.
